Team and Experience | 24A Proposal for Lake Orono Restoration and Enhancement (LORE) for the City of Elk River <br />Mirror Lake <br />CLIENT: ST. ANTHONY VILLAGE, MN <br />DURATION: MAR 2015 - SEP 2018 <br />KEY WSB STAFF: BILL ALMS, PETE WILLENBRING, JAKE <br />NEWHALL, EARTH EVANS <br />WSB developed a comprehensive habitat restoration, <br />water quality and flood improvement project for <br />Mirror Lake in the City of St Anthony Village. WSB also <br />assisted the City with receipt of grant funding from <br />BWSR Clean Water Fund and RCWD. Pond excavation <br />included removal of nutrient rich sediment, aquatic <br />habitat restoration and close coordination with the <br />contractor to avoid the petroleum pipeline that crosses <br />the lake. The existing outlet structure was replaced to <br />lower the NWL approximately 2’ and nearly double the <br />flood storage to reduce the significant flooding that had <br />occurred in 2011. A flood control berm was constructed <br />to reduce the risk of the lake overtopping and to direct <br />overflows to one concentrated stabilized location. <br />The habitat restoration included native diverse plantings <br />above the ordinary water level with deep root systems <br />to reduce erosion, improve infiltration, catch and treat <br />runoff from adjacent areas, and establish habitat for <br />local species. WSB used drone imagery to create a 3D <br />model to determine the pre- and post-project lake depth <br />and sediment volumes. <br />WSB also provided construction observation which <br />included extensive coordination with the adjacent <br />residents during dewatering, quantifying sediment <br />removal, and during final stabilization. <br />REFERENCE: JAY HARTMAN | DIRECTOR OF PUBLIC WORKS | 3301 SILVER LAKE ROAD | ST.
