Team and Experience | 11A Proposal for Lake Orono Restoration and Enhancement (LORE) for the City of Elk River <br />Pete Willenbring, PE <br />PRINCIPAL <br />Pete is a principal and co-founder of WSB & Associates. Since starting the firm <br />in 1995, he has developed and managed the Water Resources and Environmental <br />Engineering Groups and selected day to day operations of the firm. Pete is a registered <br />professional engineer, with over 30 years of experience providing consulting services <br />to over 100 city, county, state, and federal clients. Pete has expertise in most fields of <br />civil engineering, but is widely recognized to have developed special expertise in the <br />fields of water resource and environmental engineering, project management, design, <br />and planning. Over the course of his career, he has managed water resource related <br />projects or regulatory programs for over 50 cities or watershed districts within the Twin <br />Cities Metropolitan area. <br />SERVICE GROUP: <br />Water Resources <br />REGISTRATION: <br />Professional Engineer <br />Minnesota #15998 <br />EDUCATION: <br />Bachelor of Science <br />in Civil Engineering, <br />University of Minnesota, <br />1980 <br />Mill Pond Restoration Project | Champlin, MN <br />CLIENT: CITY OF CHAMPLIN <br />PROJECT DURATION: MAY 2016 - DEC 2017 <br />Peter was actively involved in the development of this project ranging from preparation <br />of a feasibility report that outlined options, costs, and benefits for: 1) replacement/ <br />reconstruction of the Mill Pond Dam, 2) removal of sediment from areas in the Mill <br />Pond and upstream areas using a variety of removal techniques, 3) evaluation of water <br />quality benefits associated with the removal of sediments. Pete then assisted with <br />efforts associated with securing funding for these improvements, along with the design, <br />implementation, and construction of these improvements. <br />Preparation of Plans and Specifications for Lake, Stream and Pond Dredging <br />Projects and Related Expert Witness Services | Twin Cities Metro Area <br />CLIENT: TWIN CITIES METRO AREA <br />PROJECT DURATION: 2010 - PRESENT <br />Pete has completed feasibility reports, plans and specifications, and or managed <br />the construction of dozens of sediment removal projects throughout the Twin City <br />Metropolitan area over the past 10 years. These projects included but were not <br />limited to undertaking mechanical dredging projects in the City of Circle Pines, Hugo, <br />Mahtomedi, Richfield, Golden Valley, St Louis Park and Champlin, Pete also provided <br />expert witness services to the City of Mound related to a dredging project that had <br />significant issues related to measurement of sediment removed. For many of these <br />projects, permit approvals were received from the US Army Corps of Engineers, MnDOT <br />(for Wetland Conservation Act), Pollution Control Agency (NPDES and Section 401 <br />Certification), US Coast Guard, and Nine Mile Creek Watershed District, and Lower <br />Minnesota River Watershed Management Organization.
