Project Approach | 5A Proposal for Lake Orono Restoration and Enhancement (LORE) for the City of Elk River <br />Project Management <br />To assure the project runs smoothly, we intend to <br />communicate and coordinate with project partners <br />regularly. Our team will provide the City with monthly <br />updates on the progress, proposed schedule, and <br />upcoming planned events. It is our goal to ensure that <br />the LORE process is as smooth as possible, beginning <br />with listening. This allows for transparency, keeping <br />commitments, and confronting challenges.Pre-Construction <br />EXISTING CONDITIONS SURVEY <br />Within the remainder of fall 2019, before freeze-up, <br />we will conduct lake surveys to obtain the accurate <br />measurements necessary for the design elements, <br />sediment quantity estimates, and longitudinal/cross <br />section data. This will include physical sediment depth <br />updates at the anticipated excavation locations, shortly <br />after project initiation. LiDAR scanning of the lake <br />bottom via aerial drone will begin after lake draw-down <br />occurs in 2020. The survey data will be incorporated <br />into a triangulated irregular network (TIN) model. A <br />TIN surface model provides the means to accurately <br />account for the pre/post volume removed from within <br />the lake basin. These pre-construction surveys are an <br />important element for the design process. The removal <br />of dredged materials is the highest cost component <br />of the project. Utilizing drone technology to efficiently <br />survey the lake bottom reduces the risk of quantity <br />overruns and will be used for comparison with the post- <br />construction conditions. <br />We will work with City staff during this preliminary phase <br />to proactively identify nearby locations to stockpile or <br />waste the dredged materials. Options include using <br />the materials for cover at nearby landfills, identification <br />of City owned parcels nearby, or WSB’s Right-of-Way <br />specialists will purchase parcels for stockpiling materials. <br />Our work plan includes completing an <br />investigation of potential options for disposal <br />sites, and developing these options to the <br />extent needed to provide contractors with <br />an ability to provide a lower bid for the <br />proposed work. <br />Project Kick-Off <br />MEETING AND UNDERSTANDING <br />Immediately upon project commencement, WSB will <br />hold a kick-off meeting with City staff to discuss and <br />review the project goals, work plan, and schedule. WSB <br />will listen to the City’s input and will review the existing <br />project files and recent information.
