�j <br /> City of <br /> Elk <br /> River <br /> Councilmember introduced the following resolution and moved its <br /> adoption: <br /> Resolution 19- <br /> A Resolution of the City of Elk River Approving Notice of Summary <br /> Publication of Ordinance #19- An Ordinance Granting a Franchise to <br /> Spectrum Mid-America LLC d/b/a Charter Communications <br /> WHEREAS, on February 4, 2019, the Elk River City Council adopted Ordinance 19-02 <br /> repealing and replacing an ordinance titled the "Cable Ordinance"which established <br /> regulations governing cable service; and <br /> WHEREAS, the City Council adopted a lengthy ordinance granting a 15-year renewal of <br /> the cable franchise to Spectrum Mid-America LLC d/b/a Charter Communications which <br /> authorizes operation of a cable system and delivery of cable services in the city pursuant to <br /> the Cable Ordinance; and <br /> WHEREAS, as authorized by Minnesota Statutes, Section 412.191, subd. 4, the City <br /> Council has determined that publication of the title and summary of the ordinance will <br /> clearly inform the public of the intent and effect of the ordinances; and <br /> WHEREAS, a copy of the full text of the ordinance is available for inspection by any <br /> person at the office of the Elk River City Clerk, 13065 Orono Parkway, during regular <br /> business hours; and <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council,by at least four-fifths <br /> vote, authorizes the publication of the title and summary of Ordinance 19- <br /> The motion for adoption of the foregoing resolution was duly seconded by Councilmember <br /> , and upon vote being taken thereon, the following voted in favor thereof- <br /> and the following against: ,whereupon said <br /> resolution was declared duly passed and adopted. <br /> The following members were present: <br /> and the following absent: <br /> Passed and adopted this 41h day of November NATUREJ <br />
