Adopt, by motion, a regulatory ordinance which establishes certain regulations governing the <br />delivery of cable television to ensure all cable providers are subject to comparable obligations and <br />burdens. <br />2. Adopt, by motion, an ordinance granting a franchise to Charter Communications to construct, <br />operate, and maintain a cable system and provide cable service. <br />3. Adopt, by motion, a resolution for summary publication of the regulatory and franchise ordinances. <br />Background/Discussion <br />The current franchise agreement with Charter/ Spectrum is set to expire in February 2020. Attorney Bob <br />Vose has been working with Charter on renewal of the franchise agreement. <br />No modifications of substance have been made from the current agreement to the new agreement. The <br />main disagreement was over free cable service to city facilities. This has been clarified and specific city <br />sites are now listed in the agreement. <br />Financial Impact <br />The Franchise Fee remains at 5% of video -related gross revenues and are used to pay for such items as <br />attorney fees, equipment and channel needs, and certain communications related items.
