Request for Action <br /> <br /> <br />To Item Number <br />Mayor and City Council 9.1 <br />Agenda Section Meeting Date Prepared by <br />Work Session October 21, 2019 Chris Leeseberg, Senior Planner <br />Item Description Reviewed by <br />Concept Review: Planned Unit Development for 41 Zack Carlton, Planning Manager <br />Single Family Lots <br />Reviewed by <br />Cal Portner, City Administrator <br /> <br />Action Requested <br />Provide the applicant with informal non-binding feedback regarding the requested zone change and <br />subdivision. <br /> <br />Background/Discussion <br />Case No. CR 19-05 <br /> <br />The applicant, Prime Investment Group, is requesting feedback <br />regarding a rezoning of 11.67 acres of the 24-acre subject parcel <br />(Wapiti Campground) to Planned Unit Development (PUD) for a <br />41-lot subdivision. The proposed lots would be 50’ wide (65’ for <br />corner lots) and 160’ deep. The existing zoning (R-1c) requires 80’ <br />wide lots (100’ for corner lots). <br /> <br />The city has approved numerous small lot subdivisions in the past - <br />West Oaks, Kliever Lake Fields, Tall Pines, and Miske Meadows. <br />Staff would work with the developer to address potential concerns <br />through setback, façade, and landscaping standards if the council is <br />in favor of the current proposal. <br /> <br />The proposal provides right-of-way running north/south through <br />the development to Camp Cozy. They are also proposing a right-of- <br />th <br />way connection to the east, aligning with the existing 186 Avenue <br />connection in the Riverplace subdivision. City utilities would also be <br />extended to the north end of the subdivision, in close proximity to <br />the main building for Wapiti Campground, which is required to be <br />connected to city services prior to re-opening. <br /> <br />Environmental <br />The wetland delineation for this project site was submitted on October 1, 2019, and will be reviewed later <br />in October. The report indicates that no wetlands were identified within the project area but this will need <br />to be evaluated by the Technical Evaluation Panel (TEP).
