<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />March 6, 1939 <br /> <br />The regular meeting of the Village Council was held at the Municipal Bldg Monday March 6, 1939 at <br />8 o’clock P.M. <br /> <br />Members present: <br /> Frank Nickerson, Pres.; G.A. Bailey, Wm Patenaude, and Geo Cornelius, Trustees; <br />Wm H Greupner, Clerk <br /> <br />Minutes of last meeting were read and approved. <br /> <br />Mrs. Ida Bourgoyne presented her application for an “on and off” sale non-intoxicating malt liquor <br />license. A motion was made by Wm Greupner seconded by Geo Cornelius to grant Mrs. Ida <br />Bourgoyne the “on and off” sale license. Motion carried. <br /> <br />Morris Wilson woner of the tourist park asked for the annual $50.00 appropriate. After some <br />discussion it was decided to table this matter until the next meeting. <br /> <br />Leslie Langley, Louis Bethke, James Thomas, Fritz Carlson and Herman Marohn were present at <br />th <br />this meeting to see if the council would send a letter to Mrs. Finney, director of the 6 W.P.A. <br />district. A motion was made by G.A. Bailey seconded by Wm Greupner to send the following letter <br />– <br /> <br />Harry Phinney, Director <br />Sixth W.P.A. District <br />St. Cloud, Minnesota <br /> <br />Dear Sir: <br />The Village Council of Elk River respectfully calls your attention to case no 106 Identification No. <br />2771-22, Name Louis J Bethke of Elk River. Mr. Bethke was laid off from W.P.A. labor last <br />December on account of his foreman certifying that he was physically unfit. We are informed that <br />Mr. Bethke is in good physical condition and that his physician has certified to your office that he is <br />capable of performing any ordinary labor. We understand that W.P.A. workers who were unjustly <br />discharged are entitled to reinstatement even in the face of the necessary layoffs. <br />Owing to Mr. Bethke’s children in school and the resulting load upon direct relief and his inability to <br />obtain employment we petition his reinstatement as a W.P.A. laborer and suggest someone who has <br />part time employment be laid off instead, if necessary. <br />The Council anticipates an increased relief load that already overburdened taxpayers can hardly <br />afford. We appreciate any cooperation you may judge reasonable. <br />Very truly yours, Village Council of Elk River Frank Nickerson Pres and Wm H Greupner Clerk <br /> <br />Mr. Haudke was present and stated that if the village was willing to buy the material to repair the <br />library books they could have the work done under a W.P.A. project. It was decided to turn this <br />matter over to the library board. Mr. Haudke also stated he wished the council would have some of <br />the state laws printed in the paper in regards to the sale of beer as he had found out some of the <br /> <br />
