The Personnel section contains 22 policy documents with action requests for consideration. <br /> These are attached for reference. An initiative overview and checklist is attached as well. <br /> As indicated in the attached overview, there are nine policy documents in the Personnel section <br /> which are proposed to be moved and incorporated into the Governance section.This retains <br /> the commission's direct authority over these documents as they will become part of the <br /> Commission Policy Manual.The nine policy documents and their new policy numbers are: <br /> • P.1 Employee Handbook: Proposed to move policy to G.4f1 Employee Handbook as a <br /> sub policy under G.4f Employee Interests policy. Additionally, this policy is reviewed <br /> annually by legal counsel to be updated for changes in labor law. This review process is <br /> underway and those updates, if any, would be brought to the commission for approval <br /> later this year. <br /> • P.5 Conflicts of Interest Policy: Proposed to move policy to G.2e1 Conflicts of Interest as <br /> a sub policy under G.2e Commission Member Conduct policy. <br /> • P.6 Drug Policy sections 1.0— 10.0: Proposed to move policy sections to G.4f2 <br /> Controlled Substances as a sub policy under G.4f Employee Interests policy. <br /> • P.10 Home Computer Purchase Assistance Policy: Proposed to move as a new section to <br /> proposed G.4f1 Employee Handbook rather than a standalone policy. <br /> • P.11 Inventory Policy: Proposed to move policy to G.412 Inventory as a sub policy under <br /> G.41 Protection of Assets. <br /> • P.12 iPad and Table Device Guidelines: Proposed to move policy to G.413 Mobile Device <br /> Guidelines as a sub policy under G.41 Protection of Assets. This policy will be brought <br /> back to the commission for content review at a later date. <br /> • P.13 Performance Metrics and Incentive Compensation Policy: Proposed to move to <br /> policy G.4g1 Performance Metrics and Incentive Compensation as a sub policy under <br /> G.4g Organization, Staffing, and Compensation. <br /> • P.13a Performance Metrics and Incentive Compensation Score Card: Proposed to move <br /> to policy G.4g1a Performance Metrics and Incentive Compensation Score Card as a sub <br /> policy under G.4g Organization, Staffing, and Compensation. <br /> • P.15 Use and Disposal of Utility Property: Proposed to move to G.411 Use and Disposal <br /> of Utility Property as a sub policy under G.41 Protection of Assets. <br /> In P.6 Drug Policy, the sections 11.0— 12.0 are not actually policy. Rather, those two sections <br /> are reference material for management. It is proposed that sections 11.0— 12.0 of this policy <br /> are removed from policy as standalone reference material. <br /> As indicated in the attached overview, there are 12 policy documents in the Personnel section <br /> which are proposed to be moved to the Management Policy Manual. This action would <br /> delegate the authority over these policies to management, while the commission would retain <br /> indirect authority over through their oversight of the General Manager.
