Public Works Director <br /> Item Description Reviewed by <br /> Sewer Service Extension Outside of Urban Service Cal Portner, City Administrator <br /> Area Reviewed by <br /> Action Requested <br /> Provide policy direction on providing sewer service to existing developments outside of Urban Service <br /> Area. <br /> Background/Discussion <br /> There are a number of developments in Elk River served by privately-owned cluster septic systems. These <br /> systems are permitted through the MPCA. <br /> We have received a request from the Home Owners Association of Windsor Park 3rd Addition to <br /> consider extending city sewer service to them so they can decommission their existing treatment system <br /> rather than making substantial investments into improvements to maintain compliance of their permit. <br /> Provided it is the desire of the Council to consider extending service to accommodate these requests, <br /> some policy questions should be considered: <br /> ■ What commitment should be in place before we initiate a full Feasibility Study and incur costs <br /> ■ Special property assessments or petition waivers <br /> ■ Should water service be required at the same time <br /> ■ Trunk utility costs <br /> ■ Ownership of existing collection system <br /> Financial Impact <br /> None <br /> Attachments <br /> ■ None <br /> The Elk River Vision <br /> A PehoMing community 2a itb revolutionary and spirited resourcefulness, exceptional POWERED By <br /> service, and community engagement that encourages and inspires prosperity INAMIRE1 <br />
