City of <br /> ver <br /> August 30,2019 <br /> OWN*@ wwwmwl <br /> ELK RIVER,MN 55330 <br /> Dear <br /> Waste Management, Inc., a waste disposal and management company that operates the Elk River Landfill,is <br /> considering a project to construct a sanitary sewer system in cooperation with the City of Elk River to carry <br /> leachate generated from the landfill to the city wastewater system. <br /> If they choose to go forward and the City Council approves, the project would likely consist of a series of <br /> pumping stations and sanitary sewer lines from the landfill south to a manhole on the city's wastewater <br /> collection system north of Meadowvale Elementary (12701 Elk Lake Road).The sewer line would be contained <br /> within the city-owned Great Northern Trail right-of-way.Waste Management would be responsible for all <br /> costs associated with the proposed project and for the construction of a trailhead parking area located along <br /> the trail just north of 221"Avenue. <br /> Landfill leachate is essentially rain and snow-melt water that has filtered through the landfill waste and captured <br /> at the bottom of the landfill. Currently,the leachate is collected and stored in on-site tanks until it is pumped <br /> into tanker trucks and hauled to the city's wastewater system where it is combined with general sewage and <br /> piped to the plant for treatment. <br /> Waste Management and the city are working on legal agreements and anticipate having an update later this year <br /> with tentative construction anticipated for 2020.
