Zack Carlton,Planning Manager <br /> Reviewed by <br /> Cal Portner, City Administrator <br /> Action Requested <br /> Adopt,by motion, the International Property Maintenance Code into the City of Elk River Building <br /> Code. Sec. 30-87. <br /> Background/Discussion <br /> At the Sept. 2,2019, City Council Work Session, staff presented Council with a proposed City Code <br /> amendment to adopt the International Property Maintenance Code (IPMC). Council requested staff to <br /> proceed with the amendment change. <br /> The IPMC contains regulations pertaining to minimum exterior standards of all residential properties, <br /> rental and multiple dwelling exterior standards,rental and multiple dwelling interior standards,rental and <br /> multiple dwelling mechanical standards and licensing of rental dwellings. <br /> Staff recommends adoption of the IPMC which is produced by the International Code Council (ICC). <br /> The ICC coordinates and produces other model codes that the City of Elk River has adopted including <br /> the Fire, Building, Residential and Mechanical Codes. These model codes are developed through a public <br /> process and are coordinated between them to eliminate conflicting language.
