Orono Lake Improvement District (OLID) <br /> Criteria for LID Assessment <br /> • Assessment is based on PID (parcel identification) numbers. <br /> • Property must be riparian (waterfront property) or deeded access. <br /> • Property must be within Lake Orono's hydrologic boundaries as defined <br /> by the MN DNR. <br /> • Single residences/households with property less than 10 acres will be <br /> charged 1 unit of assessment. Attached same-owner parcels that form <br /> the residence will not be charged. <br /> • Lake access property that is owned by the City of Elk River, Orono <br /> Cemetery and the Central Minnesota Boy Scout Council are not part of <br /> the OLID and will not be assessed. <br /> • However, specific to the Lake Orono Restoration and Enhancement <br /> project the City of Elk River will directly pay $100K for its properties. <br /> • All assessments to property are proposed by the OLID directors, voted <br /> on by members then sent to the City of Elk River for review, approval <br /> and final transfer to Sherburne County. <br /> • The Elk River City Council has final approval for property assessments. <br /> 195 OLID parcels for unit assessment broken down: <br /> • 145 residential or non-homestead households @ 1 unit each <br /> • 27 HOA limited lake and dock access properties @ .5 unit each <br /> • 3 HOA owned properties @ 1 unit each <br /> • 1 residential property more than 10 acres @ 2 units <br /> • 1 apartment rental property with seven apartments @ 3.5 units <br /> • 1 commercial property @ 4 units <br /> Tota 1 171 units to assess <br /> Voting Eligibility and Procedures <br /> • Property must be Lake Orono riparian property owner or have deeded <br /> access and be listed in the County tax system as property owner. <br /> • Up to two tax system listed property owners are eligible to vote unless <br /> the property is owned under a trust, common ownership, HOA or other <br /> legal entity which is eligible to one vote. <br /> • At the OLID Annual Meeting each eligible property owner must sign in to <br /> receive their anonymous, but uniquely numbered budget approval and <br /> election ballots. <br />
