The implementation of Time-of-Use (TOU) pricing was a great benefit to customers charging at <br /> home.TOU pricing promotes load management by providing a price signal that incentivizes <br /> customers to modify their behavior to use energy during off-peak times. Including a connection <br /> fee with TOU rates at public charging stations was not well received by the electric vehicle <br /> community.The connection fee is especially prohibitive for customers who are running errands <br /> and would like to "top up" their battery with a few kWh.The cost per kWh when topping up is <br /> far too expensive and customers will simply bypass the charger and charge at home. Based on <br /> the charging patterns documented in this report, customers greatly prefer to charge at home, <br /> utilizing the lowest TOU rate, and only charge at public stations if it's inexpensive,free, or <br /> absolutely necessary. The pricing structures that had the best success at the public charging <br /> stations in Elk River, Minnesota were either a flat fee with a per hour charge minimum or a <br /> price per kWh. <br /> The entire electric vehicle program, including public and private charging infrastructure, <br /> purchase and lease of an electric vehicle, and implementation of Time-of-Use rates, has <br /> provided a wealth of knowledge for Elk River Municipal Utilities and the City of Elk River staff <br /> members to share with others.The sharing of practical, hands-on knowledge through <br /> organizations such as Green Step Cities, Minnesota Municipal Utilities Association, American <br /> Public Power Association, Minnesota Drive Electric, and others allowed Elk River Municipal <br /> Utilities to increase the awareness of electric vehicles and their value to utilities. <br /> Purpose <br /> The goal of the Electric Vehicle charging program was to leverage the existing partnership with <br /> the City of Elk River to increase local and statewide awareness of the benefits of Electric <br /> Vehicles,Time-Of-Use (TOU) rates, and learn from experience about public charging systems <br /> and associated rates. <br /> Utility Name and Address <br /> Elk River Municipal Utilities <br /> 13069 Orono Parkway <br /> P.O.
