<br />Request for Action <br /> <br /> <br />To Item Number <br />Mayor and Council Members 10.2 <br />Agenda Section Meeting Date Prepared by <br />Work Session September 3, 2019 Mark Dickinson, Fire Chief <br />Item Description Reviewed by <br />Certificate of Occupancy Program Bob Ruprecht, Building Official <br />Suzanne Fischer, CD Director <br />Reviewed by <br />Cal Portner, City Administrator <br /> <br />Action Requested <br />Discussion. <br /> <br />Background/Discussion <br />The Minnesota State Building Code 1300.0220 requires that new buildings and existing buildings that <br />have the occupancy classification changed must obtain a Certificate of Occupancy (CO) before the <br />building can be occupied and used. <br />The CO describes what class the property is in. It could be classified as a residential building, a retail <br />property, a commercial building, an industrial building, or a mixed use property. This classification is to <br />prevent the property from being used in a way it was not intended, for example, using a former bakery as <br />a paint shop. Obtaining a CO confirms that the building has conformed to all housing and building <br />codes. <br />They are valid for the life of the building or until the building use/occupancy changes. A certificate of <br />occupancy inspection is conducted to approve the issuance of the certificate. CO inspections are to <br />ensure that a property is fit for human occupancy, is free from health and safety issues, and is code <br />compliant with its’ intended business purpose. <br />This item is presented for your review and discussion prior to consideration of its adoption into the City <br />of Elk River Building ordinance.
