City Council Minutes Page 7 <br />June 13, 2005 <br /> <br />----------------------------- <br /> <br />5.5.Community Development Director – Executive Search Firm Update <br /> <br />City Administrator Pat Klaers presented the top ten candidates for the community <br />development director position and reviewed the selection process. <br /> <br /> <br />5.6.Public Purpose Expenditure Policy <br /> <br />Finance and Administrative Services Director Lori Johnson explained the need for a written <br />policy defining the items that the Council considers to be qualified public purpose <br />expenditures. Discussion was also held regarding the current bereavement or sympathy gift <br />section and additional stipulations addressing public safety concerns regarding the purchase <br />and distribution of parade candy. <br /> <br />This item will be placed on the June 20 agenda for formal action. <br /> <br /> <br />5.7.Council Open Forum <br /> <br />None <br /> <br /> <br />6.Other Business <br /> <br />City Clerk Joan Schmidt explained that Fred McCoy of McCoy’s Pub is asking for a <br />temporary on-sale premises extension permit to sell alcohol during the ArtSoup Festival on <br />June 18 and 19, 2005 in the parking lot behind his establishment. <br /> <br />MOVED BY COUNCILMEMBER DIETZ AND SECONDED BY <br />COUNCILMEMBER FARBER TO APPROVE A TEMPORARY ON-SALE <br />PREMISES EXTENSION PERMIT FOR MCCOY’S PUB FOR JUNE 18 AND 19, <br />2005 TO SELL ALCOHOL IN THE FENCED OFF PARKING LOT AREA <br />BEHIND THIS ESTABLISHMENT. MOTION CARRIED 4-0. <br /> <br /> <br />7.Staff Updates <br /> <br />City Engineer Terry Maurer explained that effective Friday, June 17, 2005, he will be parting <br />ways with Howard R. Green. He will be joining his former partner John Stewart effective <br />Monday. He is asking Council to continue to allow services through this firm. <br /> <br />MOVED BY COUNCILMEMBER MOTIN AND SECONDED BY <br />COUNCILMEMBER FARBER TO ACKNOWLEDGE THE TRANSITION OF <br />OUR CITY ENGINEER FROM HOWARD R GREEN TO B.D.M. MOTION <br />CARRIED 4-0. <br /> <br />Councilmember Motin would like staff to revisit the temporary sign ordinance. He stated <br />that he has observed many temporary signs that seem to be up longer than allowed by their <br />permit. <br /> <br /> <br />8.Adjournment <br /> <br />There being no further business, Mayor Klinzing adjourned the meeting of the Elk River <br />City Council at 9:50 p.m. <br /> <br /> <br /> <br />
