Developer shall fully construct the extension of Lincoln Street and work with city <br />staff on the placement of breakaway barriers to prevent use by the public. The <br />connection will open to the public at a date to be determined by the City Council, <br />and all costs associated with opening the road will be at the city's expense. <br />Motion carried 3-0. <br />8.2. Deny Taff Increment Assistance for Elk Laver Lodge & Residential Sup tes, <br />LLC <br />Ms. Othoudt presented the staff report. <br />Mayor Dietz questioned if TIF can be granted after a project has been started. Attorney <br />Beck explained his understanding is the project must meet the but for analysis for TIF even in <br />a pooling situation and his understanding is this project would not meet the statutory <br />requirements. <br />Moved by Councilmember Olsen and seconded by Councilmember Wagner to adopt <br />resolution 18-11 denying tax increment assistance for Elk River Lodge & Residential <br />Suites, LLC. Motion carried 3-0. <br />8.3 Call for Fuh0ic Hearong on ModiEcation of the Development Program for <br />Development D'strict filo. l and Creation of Tex Oncrement r-inancing <br />District No. 23 <br />\Is. Othoudt presented the staff report. <br />Moved by Councilmember Wagner and seconded by Councilmember Olsen to adopt <br />resolution 18-12 calling a public hearing on the modification of the Development <br />Program for Development District No. 1 and the creation of Tax Increment <br />Financing District (Housing) No. 25 and the adoption of a Tax Increment Financing <br />Pian therefor. Motion carried 3-0. <br />8.4 FleetCarma Study and 2018 Lease Recommendation <br />Ms. Bednar presented her staff report. <br />Mayor Dietz stated he believes this is a great option to try starting out small and seeing how <br />it works. Councilmembers Wagner and Olsen concurred. <br />Ms. Bednar indicated ERMU will be installing a charging station near City Hall for use. <br />Tom Sagstetter, ERMU — stated ERMU purchased a Chevrolet Bolt which is expected in a <br />couple of months.
