Planning Commission Page 2
June 25, 2019
-----------------------------
conveyance of certain property as part of the multi-purpose facility project is
consistent with the city’s Comprehensive Plan.

Motion carried 7-0.

6.1 Council Liaison Update

Commissioner Larson-Vito will be attending the July 15, 2019, meeting for
Commissioner Thiel.

Councilmember Ovall updated the Planning Commission on recent items heard at
the June City Council meeting.

---------
The Planning Commission recessed in order to go into work session at 7:19 p.m. The
meeting reconvened at 7:19 p.m.

7.1 Concept Review: Ordinance Amendment for Elk River Baptist
Church, Case No. CR 19-04

Mr. Leeseberg presented the staff report. He discussed creation of a zoning lot and
asked the commission to consider this or any other alternatives that would allow
certain uses to include adjacent lots under the same ownership.

The Planning Commission expressed concerns with creating an ordinance for one
entity’s request. They reviewed the request as to how the ordinance amendment
would affect other properties citywide, including those zoned religious and
commercial. They discussed signage, maintaining simplicity in ordinances, and the
necessity to create a zoning district for this specific use, which could become
unnecessarily complicated.

It was the consensus of the Planning Commission to oppose any zoning
modifications to the sign ordinance.

7.2 Warehouse Uses in the Business Park Zoning District, Case No. OA
19-06

Mr. Leeseberg presented the staff report.

The Planning Commission discussed the effect of increasing warehousing
opportunities on traffic, job creation, higher demand for industrial uses, and online
sales due to decrease storefront and office space.

It was the consensus of the Planning Commission that the Business Park should
remain the same and warehousing should stay in industrial zones, and maintain the
industrial spaces for job creation and retention.
