<br /> <br /> <br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />VILLAGE COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE VILLAGE OFFICE BLDG. <br />May 21, 1973 at 7:30 PM. <br /> <br />I <br />The regular Semi-Monthly Meeting of the Elk River Village 'Council was called to order <br />by Mayor Hilmer Bartelt on May 21, 1973 at 7:30 PM. in the Council Chambers of the <br />Village Office Building. Members were present as follows: Mayor Bartelt, Councilmen <br />Lundberg, Hudson, Syring, & otto. <br /> <br />The minutes of the May 7, 1973 Regular Meeting were reviewed and was noted that the <br />sentence pertaining to the taking pick-up bids was deleted and the word bid changed to <br />read quotes. Original minutes were corrected and approved as printed . There were no <br />corrections or additions to the minutes of the Special Meeting held May 14, 1973 therefore <br />were approved as printed. <br /> <br />Moved by Councilman Syring and seconded by Councilman Lundberg ordering plans for the <br />Storm Sewer wet well for School Street drainage to he prepared by Village Engineer <br />Wm. Mills. Motion unanimously carried by a vote of 4-0. <br /> <br />Moved by Councilman Syring and seconded by Councilman Hudson that the Village negotiate <br />with Gene Kreuser for a cancellation of the purchase agreement on the property owned by <br />Mr. Kreuser. Motion unanimously carried by a vote of 4-0. <br /> <br />Dan Bailey met with the Council regarding Roland Murrays request for a street. After <br />review and discussion the Council instructed the Clerk-Treasurer to contact Mr. Murray <br />to meet with the Council at the next regular meeting date 6-4-73. <br /> <br />8:00 PM. Mayor Hilmer Bartelt declared the public hearing to vacate part of Walnut Street <br />(now Xenia Avenue) open. <br /> <br />Petitioners Howard Wirtz and James Thomaswere in attendance. <br /> <br />Fire Chief Lloyd Barthel was in attendance for the hearing representing the Fire Dept. <br />He stated that they had no objections to vacating the street, however he requested <br />that an easement be obtained for the water line running from the hYdrant on Main Street <br />to Lake Orono. <br /> <br />Moved by Councilman Lundberg and seconded by Councilman Hudson that the Village vacate <br />that part of Walnut Street (now Xenia Avenue) lying between blocks 3 and 4, in Orono <br />between the northerly line of Main Street and Lake Orono but reserving to said Village <br />an easement for the purpose of maintaining water line from the existing hYdrant on <br />Main Street to Lake Orono. Motion unanimously carried by a vote of 4-0. A copy of the <br />resolution is attached. <br /> <br />Moved by Councilman Syring and seconded by Councilman otto authorizing the purchase of <br />a blueprint and map cabinet for the drafting department. Motion unanimously carried by <br />a vote of 4-0. <br /> <br />The Council discussed the City Manager Plan and concluded that they were in favor of <br />looking into this type of plan for the Village of Elk River. <br /> <br />The Council reviewed the booklet outlining the policies of the Police Department. <br />No action was taken at this time. <br /> <br />The Council recommends to the Utilities Commission that they consider installing a <br />standard type street lights & pole for the. Industrial Park and that they conduct a <br />survey of the Village for the need for street lighting now and in the future. <br /> <br />The Council reviewed and discussed the Planned Use Report for the Revenue Sharing <br />monies for entillement period 3 (Jan 1-June 30, 1973, the following percentage <br />of planned use were established. <br /> <br />@) <br />
