<br /> <br /> <br /> <br />RIDULAR SEMI-MONTHLY MEETING OF THE <br />VILLAGE COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE VILLAGE OFFICE BLDG. <br /> <br />January 22, 1973 <br /> <br />The regular semi-monthly meeting of the Elk River Village Council was called to <br />order by Mayor Bartelt on January 22, 1~73 at 7:30 pm. in the Council Chambers <br />of the Village Office Building. Members were present as follows: Mayor Bartelt, <br />Councilmen Hudson, Lundberg, Syring and Otto. <br /> <br />The minutes of the January 8, 1973 regular meeting and the minutes of the January <br />11, 1973 Special meeting were mailed. All members received and read the minutes <br />wording and spelling corrections were noted and corrected the minutes were then <br />approved as mailed. <br /> <br />Fire Chief Lloyd Barthel met with the Council regarding the Ramsey Township fire <br />contract. Mr. Barthel stated that Ramsey Township would like to have a <br />1 year contract and that the contract state the boundaries of coverage. The <br />Council agrees to a 1 year contract and $200.00 stand by fee per year pro'-rated <br />from termination of present contract to expiration of contract. <br /> <br />Dave Halgern Exe.cutive Secretary of the Elk River Youth Hockey Association met <br />with the Council and reviewed for the Council the 72 operations and budget for <br />the coming year. <br /> <br />Moved by Councilman Syring and seconded by Councilman Otto authorizing the initial <br />expenditure of $209.18 for the up grading of ice rink #1 done by the Youth Hockey <br />Association. Motion unanimously carried 4-0. <br /> <br />Bill Patenude met with the Council regarding the costs to repair the Dam. <br /> <br />Moved by Councilman Hudson and seconded by Councilman Lundberg authorizing the <br />Village Officers to prepai€a special bill to the State Legislature for the purpose <br />of obtaining financial assistance to repair the Dam. Motion unanimously carried <br />by 4-0. <br /> <br />Village Attorney John MacGibbon met with the Council and reviewed the case of <br />Patrolman Johnson. Mr. MacGibbon stated that the Council could do one of three <br />things accept his proposal, reject, or accept part of it. <br /> <br />Ken VanPatten met with the Council regarding the new County Radio System for <br />Sherburne & Benton Count~es. The new system will have four channels <br />1. Sherburne and Benton 2. Car to Car <br />3. Fire Call 4. State Emergency <br /> <br />Chief of Police Bob Olson and Patrolmen Joe Zerwas met with the Council regarding <br />equipment needs for the Department and Standby pay for the Officers. The following <br />proposal was presented $75.00 per month Standbt pay plus payment for hours worked <br />while on call. The equipment needs were as following light bar for squad car, and <br />siren. <br /> <br />The Council tabled the Police Departments request for Standby pay and instructed <br />Mr. Olson to obtain some cost figures for a new siren and light bar. <br /> <br />The Council reaffirmed their policy regarding request for Village services outside <br />the Village Limits that being if services are requested they would have to request <br />annexsation. <br /> <br />The Council denied the Street Departments request for a sander. <br /> <br />@ <br />
