<br /> <br /> <br /> <br />REGULAR SEMI-HONTHLY HEETING OF THE <br />VILLAGE COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAHBER') OF THE VILLAGE OFFICE BLDG. <br /> <br />December 17, 1973 at 7:30 P.H. <br /> <br />The Regular Semi-Monthly meeting of the Elk River Village Council was called to order <br />by Mayor Lundberg on December 17, 1973 at 7:30 pm. in the Council Chambers of the Village <br />Office Bldg. Members present were as follows: Mayor Lundberg, Councilmen Cooper, Hudson <br />and Otto. Councilman Syring arrived at 9:00 PM. <br /> <br />;.:.'i-I4kz!/ft.'<l7fiG h/dU/Afg. ,:'!/=- <br />The minutes of December 3, 1973 were corrected as follows; the motion "~.I'L~16 to the <br />resolution calling for the Special Election regarding the vote should read 3-1 vote net <br />3-0 and the motion pertaining to the purchase of tires for the Street Department should <br />have read six tires and not five tires. The minutes were then approved as corrected. <br /> <br />Moved by Councilman Hudson and seconded by Councilman Cooper to accept the lowest bid of <br />Country Chysler at $3,590.71 for a 1974 Plymouth patrol car. Motion unanimously carried <br />by a vote of 4-0. <br /> <br />Moved by Councilman Hudson and seconded by Councilman Otto to amend the previous motion <br />and to include that the color of the patrol car be a dark green as our present patrol car. <br />Motion unanimously carried by a vote of 4-0. <br /> <br />The Council reviewed the letter received from the State of Minnesota Highway Dept. <br />regarding the reduction of street lighting. The Council discussed the need for additional <br />street lighting in the Village in areas that at the present time are not lighted. <br /> <br />At 8:00 P.M. the assessment hearing for the 1973 School Street Storm Sewer Assessment <br />Hearing convened. William H. McCombs and Lyle Swanson representing McCombs-Knutson <br />Associates, Inc. Village Engineering Firm were in attendence. <br /> <br />Lyle Swanson reviewed the plans and cost figures on the improvement. <br />"V/llft,gH 7. (. <br />/JHtI#I7(<'i.._(./,.,. ~$ L <br />Mr. Glen Kuch and Mr. JaM9E le~~(~ were in attendance for the Storm Sewer Assessment <br />Hearing. They voiced no opposition to the assessment therefore as their were no other <br />interested persons in attendance for or against the hearin~ was declared closed at 8:20 PM. <br /> <br />Moved by Councilman Hudson and seconded by Councilman Otto to adopt and accept the <br />Assessment Rolls for the 1973 Storm Sewer Improvements as calculated by the Village <br />Engineering Firm of McCombs-Knutson Associated, Inc. and to certify them to the Sherburne <br />County Auditor for collection through the annual taxes over a five (5) year term. The <br />interest on the unpaid balance to be 7% to start accuring December 17, 1973 and payable <br />with no interest within 30 days from December 17, 1973. Motion unanimously carried by <br />a vote of 4-0. <br /> <br />Moved by Councilman Hudson and seconded by Councilman Otto approving the final payment to <br />A.N. Johnson Construction Co. in the amount of $ 6,153.00 for the Storm Sewer construction <br />on School Street. Motion unanimously carried by a vote of 4-0. <br /> <br />The Council discussed increasing the Councils salaries. Council stated that the increase <br />at this time would be $150.00 only due to the 74 budget however this increase does not <br />bring the salaries up to where they should be compared to other Councils of the same size <br />and structure. <br /> <br />Moved by Councilman Hudson and seconded by Councilman Cooper approving and adopting the <br />Set-Up Permit 'Policy. Acopy of this policy is attached. Motion unanimously carried by <br />a vote of 4-0. <br /> <br />Moved by Councilman otto and seconded by Councilman Hudson granting Raymonq. Duffys <br />renewal request for his on and off sale non-intoxicating liquor lic. Motion unanimously <br />carried by a vote of l~. <br />
