<br /> <br /> <br /> <br />~ <br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />VILLAGE COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE VILLAGE OFFICE BLDG. <br /> <br />October 15, 1973 at 7:30 PM. <br /> <br />The regular semi-monthly meeting of the Elk River Village Council was called to order by <br />Mayor Lundberg on October 15, 1973 at 7:30 PM. in the Council Chambers of the Village Office <br />Bldg. Members present were as following: Councilmen Hudson, Otto, Syring, and Cooper. <br /> <br />There were no additions or corrections to the minutes of the October 1, 1973 meeting there <br />fore they were approved as printed. <br /> <br />Moved by Councilman Syring and seconded by Councilman Hudson to adopt the 1974 budget as <br />follows: General Revenue $4,895.04 Music Fund $500.00, Firemens's Pension $140.00, Library <br />Fund $2,000.00, Parking Facilities $700.00, Dutch Elm Fund $1,126.00 Civil Defense Fund <br />$1,000.00, Poor Fund (no levey), PERA $11,222.00 (less excess by 1973 law) total levy <br />$32,383.04. Motion unanimously carried by a vote of 4-0. <br /> <br />Al Froehlich, Village Insurance Agent met with Council regarding Village insurance coverage. <br /> <br />Moved by Councilman Otto and seconded by Councilman Cooper approving North Central Public <br />Service request to extend a 3" natrual gas main from Station 1888+25 to Station 1889+5, <br />with a 1" natural gas service at Station 1888+25, and at Station 1893, on trunk Highway <br />No. 10. Motion unanimously carried by a vote of 4-0. <br /> <br />Liquor Store Manager Ernie Thielke met with the Council and reported on the action taken <br />by the Liquor Commission on the advertising of liquor prices in newspaper. The commissioner <br />voted against newspaper advertizing but would ~ow window advertizing. <br /> <br />Moved by Councilman Otto and seconded by Councilman Syring authorizing the Liquor Committee <br />to hirer an architect and to pay $500.00 earnest money toward the purchase of land owned by <br />Neil Larson located on the north east corner of 169 & Main Street, with 120 days closing time <br />Motion unanimously carried by a vote of 4-0. <br /> <br />Moved by Councilman Hudson andJseconded by Councilman Syring approving the maintenance <br />agreement with Sherburne County/~~ tflat-~!l"ob&=:~,~tored~n:gstreet:5~"plae~lMAtof <br />St.GrmSewers- alongthe'~~G:eof tr~"Wi~__1tttd='Si~UiJJre. Motion unanimously <br />carried by a, vote of 4-0. <br /> <br />Councilman Syring also reported that construction of the dog pounqwould be' started sometime <br />next week. <br /> <br />The specification of the 1974'patrol car were tabled until more data was obtained. <br /> <br />It was suggested that the County be contacted regarding obtaining some funds for the up <br />keepof the dog pound. <br /> <br />Moved by Cooper 'and ,~econded by Councilman Hudson authorizing thepurchci!3e of an additional <br />50 ft. of land owned by Dean Bailey for the new Library site at a costcf$3,250.00. <br />Motion unanimously carried by a vote of 4-0. <br /> <br />Village Engineer Wm. Mills and Mr. McCombs met with Council and recomended that Mr. McCombs <br />be consider for the position of Village Engineer and Mr. Mills will be soon leaving the <br />area. <br />
