<br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />VILIAGE COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE VILIAGE OFFICE BLDG. <br /> <br />October 1, 1973 at 7:30 PM. <br /> <br />The regular semi-monthly meeting of the Elk River Village Council was called to order <br />by Mayor Lundberg on October 1, 1973 at 7:30 PM. in the Council Chambers of the Village <br />Office Bldg. Members present were as follows: Mayor Lundberg, Councilmen Hudson, Syring, <br />and Otto . <br /> <br />There were no addition or corrections to the minutes of Sept. 17, 1973 they were approved <br />as printed. <br /> <br />Al Froehlich met with the Council and reviewed the auto insurance coverage of the Fire Dept. <br />Council requested that comperhensive be added to the '68 International Pick-Up. Mr. Froehlich <br />will check with the Clerk-Treasurer on the contents of the equipment and furnishings of the <br />various departments. <br /> <br />Members of the Planning Commission and Mr. Fredlund of Nason, Wehrman, Chapman and Associates <br />Inc. met with the Council regarding alternative plans for orderly growth that the Village <br />might consider. Mr. Fredlund will prepare a study consisting of basic mapping of areas <br />developed, undeveloped, subdivided and also area planned for development. With the informatio <br />then can be determined what area's will need services first. <br /> <br />Moved by Councilman Syring and seconded by Councilman Hudson that the Planning Commission <br />proceed and hirer a professional planning firm. Motion unanimously carried by a vote of 3-0. <br /> <br />Mr. Wm. Mills, Village Engineer met with the Council and presented the plans and specifica- <br />tions of the downtown parking lot project forCouncils review. <br /> <br />Moved by Councilman Otto and seconded by Councilman Syring to accept and approve the plans <br />and specifications and to call for bids on the Parking Facilities project prepared by <br />Wm. Mills dated June 18, 1973 and the opening of the bids be set for October 23, 1973 <br />at 2:00 PM. in the Office of the Village Office Bldg., the awarding of the bids to be set <br />for October 24th 1973 at 5:00 PM. and the Village Engineer Wm. Mills is instructed to <br />advertise in the Sherburne County Star News and the Construction Bulleton of this bid <br />sale. Motion unanimously carried by a vote of 3-0. <br /> <br />Moved by Councilman Hudson and seconded by Councilman Syring approving the payment of <br />Buffalo Bituminous Inc. in the amount of $31,098.30 but to retain 10% until the Engineer <br />makes his final inspection. Motion unanimously carried by a vote of 3-0. <br /> <br />Mr. Olson request for expense monies to attend the Chief of Police Fall meeting was denied. <br /> <br />Moved by Councilman Syring and seconded by Councilman Otto to accept the easement right <br />away on Fawn Drive in Elk Hills Addition. Motion unanimously carried by a vote of 3-0. <br /> <br />Moved by Councilman Otto and seconded by Councilman Hudson granting the Elk River High <br />School request to have fire works during the Homecoming half time festiveties Oct. 5, 1973 <br />Motion unanimously carried by a vote of 3-0. <br /> <br />The Clerk-Treasurer was instructed to draft, a letter to the Highway Dept. regarding the <br />placement of the speed limit sign in the westbound lane on Highway #10. <br /> <br />Moved by Councilman otto and seconded by Councilman Syring appr01ving the General Government <br />bills for payment as listed. A copy of thelist is attached. Motion unanimously carried by <br />a vote of 3-0. <br />
