<br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />VILLAGE COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE VILLAGE OFFICE BLDG. <br />" <br />August _, 1973 at 7:30 PM. <br /> <br />The regular semi-monthly meeting of the Elk River Village Council was called to order <br />by Mayor Lundberg on August 6, 1973 at 7:30 PM. in the Council Chambers of the Village <br />Office Bldg. Members present were as follows: Mayor Lundberg, Councilmen Cooper, <br />Hudson, Syring and otto. <br /> <br />The minutes of the regular semi-monthly ,meeting of July 18, 1973 were reviewed and the <br />motion pertaining to re-applying for Federal and State Fund was deleted. Noting this <br />the minutes were approved as printed. The'minutes of the Special meeting of July 25, <br />1973 were reviewed, several corrections were noted and corrected, refer to orginal <br />minutes on page 34 for correction. The minutes were then approved as.corrected. <br /> <br />Moved by Gouncilman Syring and seconded by Councilman Hudson approving Mr. Marvin <br />Zaschke request for a On and Off sale beer Lie. and Set-Up lie. subject to his taking <br />over the operation of the business presently known as the Main Tap. Motion unanimously <br />carried by a vote of 3-0. <br /> <br />Rex Oetinger met with Council regarding Northwestern Bells Telephone request to add on to <br />their present building... The Council referred this request onto the Planning Commission. <br /> <br />The Council reviewed the recommendation of the Planning Commission for the proposed traffic <br />control on Irving, 4th, Jackson, and Railroad Drive. <br /> <br />Moved by Councilman Otto and seconded by Councilman Cooper approving the recommendation <br />of the Planning Commission as follows: <br />1. That Railroad Drive from Jackson to Irving be made a One-Way Street running Southeasterly <br />2. That Irving Avenue from 3rd Street to 4th Street be made a One-Way Street running North. <br />3. That appropriate traffic signs be installed to implement these changes. To be effective <br />September 1, 1973. A copy of these recommendations is attached. Motion unanimously carried <br />by a vote of 4-0. <br /> <br />Mr. Dale Oliphant met with the Council and presented a petition requesting that some action <br />be taken to control the speeding on School Street. The Council reviewed this matter with <br />the Chief of Police Bob Olson and instructed him to check this traffic problem out. <br /> <br />Moved by Councilman Syring and seconded by Councilman otto adopting Ordinance No. 6.05. <br />Motion unanimously carried by a vote of 4-0. A copy of the ordinance is attached. <br /> <br />Moved by Councilman otto and seconded by Councilman Syring adopting Ordinance 10-02. <br />Motion unanimously carried by a vote of 4-0. A copy of this ordinance is attached. <br /> <br />Mr. Mills presented the plans and specifications for the 1973 Street Improvements for <br />Councils review. <br /> <br />Moved by Councilman Syring and seconded by Councilman otto approving and accepting the plans <br />and specifications for the 1973 Street Improvements prepared by Village Engineer Wm. Mills <br />dated August 6, 1973. Motion unanimously carried by a vote of 4-0. <br /> <br />Councilman Hudson left meeting at 8:27 PM. <br /> <br />Moved by Councilman Cooper and seconded by Councilman Syring authorizing the Clerk-Treas. <br />to advertise the calling of bids for the 1973 Street Improvement for August 20, 1973 at <br />8:00 PM. Motion unanimously carried by a vote of 4-0. <br /> <br />Moved by Councilman otto and seconded by Councilman Syring ordering the Village Engineer <br />Wm. Mills to proceed and prepare the plans and specifications for the Storm Sewer for <br />School Street Plan #1. Motion unanimously carried by a vote of 4-0. <br />
