<br /> <br /> <br />. <br /> <br />~ <br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />VILLAGE COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE VILLAGE OFFICE BLDG. <br />/0/ <br />July W, 1973 at 7:30 PM. <br /> <br />The regular semi-monthly meeting of the Elk River Village Council was called to order <br />by Mayor Lundberg on July 16, 1973 at 7:30 PM in the Council Chambers of the Village <br />Office Bldg. Members present were as follows: Mayor Lundberg, Councilmen Cooper, <br />Hudson, and Syring. <br /> <br />The minutes of the regular semi-monthly meeting of the July 2, 1973 meeting were <br />approved as printed noting a typing error in the motion for the purchase of the <br />Library bldg. site from $25,000. and should read $29,000. <br /> <br />Art Kunze representing Hill Milne & Co. Village Auditing firm. Mr. Kunze reviewed <br />the 1972 General Government Audit report for the Council. <br /> <br />Bill Mills, Village Engineer reviewed the addendum to the Preliminary Engineering <br />Report of July 2,1973 for 1973 Village Street Improvements dated July 13, 1973. <br />Mr. Mills also reviewed the. Preliminary Engineering Report for a storm sewer <br />(dry wells) on School Street, Elk River dated July13, 1973. <br /> <br />Mr. Mills also reviewed for the Council a letter he received from the State of <br />Minnesota. Highway Dept. which contained certain State requirement pertaining to <br />the proposed downtown parking lot project. <br /> <br />Moved by Councilman ~tt~ and seconded by Councilman g;ing that the Mayor Clifford <br />Lundberg be authorized and directed to act as Village representative in all Village <br />matters relating to re-apply for Federal and State Funds for the purpose of construction <br />and addition or alterations to the S-ewer Treatment Plant and Sanitary Sewer System. <br />. The following members voted yea. Mayor Lundberg, Councilman Cooper Councilman Hudson <br />i and Councilman SYring. Those members voted nay~ None. Members ~bsent Councilman Otto. <br />\!otion unanimously carried by a vote of A-Q.. IJAvP/lr-- <br /> <br />Neil Larson, Rod Newjohr and Ernie Thielke met with the Council and reviewed the <br />revised plot and building plans for the propos,ed off-sale liquor store north on <br />highway #169. Several corrections were noted. The Council felt that they would like <br />a little more time to consider what direction to follow as to the lease or purchase <br />of the property & building theirfore the matter was tabled for two weeks. <br /> <br />Rex Oetinger, Village Zoning and Building Inspector met with the Council regarding <br />a building code violation on the 12 Unit Apartment Bldg. presently owned by Neil Larson. <br />The Council recommended that Mr. Oetinger proceed and prepare a list of the violations <br />and forward the copi6$ onto the owner and contractor if no response is taken on behalf <br />of the owner or contractor then resubmit to the Council at its next regular scheduled <br />meeting for Council action. <br /> <br />Moved by Councilman Syring and seconded by Councilman Hudson approving the Contract <br />between the Village of Elk River and the County Board for 24 hour radio dispatching <br />services. Motion unanimously carried by a vote of 3-0. A copy of the contract is <br />attached. <br /> <br />Moved by Councilman Syring and seconded by Councilman Cooper authorizing the expenditure <br />of $150.00 from the Music Fund to the Elk River High School Band for Musical Entertainment. <br />Motion unanimously carried by a vote of 3-0. <br /> <br />Moved by Councilman Syring and seconded by Councilman Cooper approving the following <br />bills for payment 773-41,773-42,773-43. Motion unanimously carried by a vote of 3-0. <br /> <br />3./ <br />
