<br /> <br /> <br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />VILLAGE COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE VILLAGE OFFICE BLDG. <br /> <br />September 18, 1972 at 7:30 P.M. <br /> <br />The regular semi-monthly meeting of the Elk River Village Council was called to order by <br />Mayor Bartelt on September 18, 1972 at 7:30 pm. in the Council Chambers of the Village Office <br />Building. Members were present as follows: Mayor Bartelt, Councilmen Syring and Konop. <br />John MacGibbon in attendance. <br />,The minutes of the September 5, 1972 regular meeting were mailed. All members received and <br />read tbe minutes there were no additions or correction and the minutes were approved as mailed <br /> <br />Moved by Councilman Syring and seconded by Councilman Konop to approve and grant the <br />Cretex Company, Inc. requested for a Zoning change from R-3 and R-4 to 1-2 as recommended <br />by the Planning Commission. Motion unaminously carried by a vote of 3-0. <br />A copy of the recommendation of the Planning Commission and description of property is attach. <br />Moved by Councilman Konop and seconded by Councilman Syring to approve and grant the <br />request of Frank and Vira W. Nickerson Zoning change from R-3 to R-4 as recommended by the <br />Planning Commission. Motion unaminously carried by a vote of 3-0. A copy of the recomm- <br />endation of the Planning Commission and description of the property is attached. <br /> <br />Moved by Councilman Syring and seconded by Councilman Konop to approve the list of Municipal <br />Liquor Store bills for payment as presented. Copy of the list is attached. Motion <br />unaminously carried by a vote of 3-0. <br /> <br />The following persons met with the Council Carol ~1ills, John Bailey, Tom Wilson, }lilt Dwyer, <br />Dan Anderson, y~. Prescott, Arthur Whitney and R.J. Whitmore in regard to the Guardian <br />Angels Foundations expansion program. Mr. Prescott and Mr. Whitney reviewed for the <br />Council the advantages of Municipal bonds being that they are tax exempt thus reduces the <br />interest rates. The Guarding Angels Foundation have a certificate of need and therefore <br />would like the Council (Villageof Elk River) aid in obtaining the monies necessary to <br />process with their planned construction using the Villages tax exempt privileges on Municipal <br />bonds. .....!J <br /> <br />Moved by Councilman Syring and seconded by counci~~rK~~OP approving the resolution <br />authorizing E.J. Prescott & Co and Paine, Webber, ackson & Curtis, Both of Minneapolis, <br />to negotiate for the placement of approximately $1, 00.00 first mortgage revenue bonds of <br />the Village of Elk River, Minnesota, the proceeds to be used to refund the presently out- <br />standing long term debt and to cover the expense of an addition of 60 patient beds of and <br />to the property of the Guardian Angels Foundation, Inc. of Elk River, Minnesota, to be <br />deeded to the Village, subject to the final approval of the Village Council. Motion <br />unaminously carried by a vote of 3-0. A copy of the resolution is attached. <br /> <br /> <br />After legal advise and Council discussion it was the feeling of the Council that they <br />deny Ernie Carlson request to permit the teenagers to use the front door enterance of <br />his establishment. <br /> <br />The Council set September 25, 1972 at 7:00 pm. Special Meeting for the purpose of <br />interviewing applicants for patrolman. <br /> <br />Moved by Councilman Syring and seconded by Councilman Konop approving Northwestern Bells <br />request to place buried cable on Upland Avenue and Meadowvale Road. Motion unaminously <br />carried by a vote of 3-0. <br /> <br />Moved by Councilman Syring and seconded by Councilman Konop approve the adoption of the <br />resolution ordering the watermain improvements and ordering the street improvements for <br />1972 confirming prior action of the Village Council. Motion unaminously carried by a <br />vote of 3-0.
