City of <br /> Elk City of Elk River <br /> Wver City Council <br /> Resolution 19- <br /> A Resolution of the City Council of the City of Elk River Accepting Federal <br /> Funding for Twin Lakes Road and Yale Street Extension Project <br /> WHEREAS, the Minnesota Department of Transportation established eight Area <br /> Transportation Partnerships throughout the state to assist in the annual development of its <br /> State Transportation Improvement Program (STIP), and <br /> WHEREAS, the STIP represents a multi-year list of transportation projects eligible for <br /> federal transportation funding provided for under the Fixing America's Surface <br /> Transportation (FAST) Act, signed into law on December 4, 2015; and <br /> WHEREAS, the Central Minnesota Area Transportation Partnership (ATP) recommends <br /> projects seeking federal Surface Transportation Program Block Grant (STPBG) funding <br /> provided for under the FAST Act and eligible for inclusion in the STIP in the Counties of <br /> Benton, Cass, Crow Wing,Isanti,Kanabec,Mille Lacs,Morrison, Sherburne, Stearns,Todd, <br /> Wadena, and Wright; and <br /> WHEREAS, Region 7W, representing the Counties of Benton, Sherburne, Stearns and <br /> Wright, supports the ATP in the solicitation, evaluation, and recommendation of projects in <br /> Region 7W to include in the ATP's Draft Area Transportation Improvement Program <br /> (ATIP),which is a subset of the Minnesota STIP; and <br /> WHEREAS, the ATP grants regions the authority to determine the amount of STPBG <br /> funds to recommend for each project that is being considered for inclusion in the ATIP in <br /> order to maximize limited federal funds,leverage local resources, and help address each <br /> region's overall transportation needs; and <br /> WHEREAS, Region 7W recommended the ATP program $2,000,000 in STPBG funds in <br /> year 2023 of the 2020-2023 ATIP for Twin Lakes Road and Yale Street extensions to <br /> proposed US Highway 10/169 intersection submitted by City of Elk River; and <br /> WHEREAS, each local agency must acknowledge the amount of federal funds <br /> recommended by the Region 7W and commit the necessary local funding to match the <br /> STPBG funds requested, as well as any additional funding that may be necessary to complete <br /> the project as proposed in its application; and <br /> WHEREAS, the City of Elk River acknowledges the $2,000,000 in STPBG funds being <br /> recommended by the ATP for the Twin Lakes Road and Yale Street extensions to proposed <br /> US Highway 10/169 intersection and understands that a minimum local financial match NATUREJ <br />
