Housing and Redevelopment Minutes Page 2
June 3, 2019
-----------------------------

5. Open Forum

No one appeared for Open Forum.

6. Public Hearings

There were no public hearings.

7.1 HRA Housing Rehabilitation Loan Program Update

Ms. Othoudt presented the staff report. She updated the HRA on the two accounts that
were 30 days late and their accounts were now up to date and set up on automatic payments.
She stated she was in the process of collecting two payments this week from the account
that was 90 days delinquent.

Commissioner Chuba asked about the amounts of the applications in the pipeline, noting
that was good that there were nine new requests but concerned there wouldn’t be enough
funds to cover all the requests.

Ms. Othoudt indicated she wasn’t aware of the amounts of the loan requests but the goal
this year was to maintain an average of about 11 loans so it pays for itself from the fees we
collect.

Chair Toth asked about the balance of the recurring payment funds.

Ms. Othoudt stated the balance is just over $117,000. She indicated this year’s budget
discussions will include this program and the HRA can consider dipping into reserves to
assist in funding these loans if necessary.

Commissioner Ovall asked if the applicants were aware of the limited funds budgeted for
this program to encourage faster applications.

Ms. Othoudt indicated they were.

7.2 Marketing Update

Ms. Eddy presented the staff report. She distributed a posting of a recent ad campaign of a
post that was sent out through social media channels last week by the communications
department, which would continue bi-weekly, highlighting different improvement
suggestions.

Commissioner Eder asked if there was a report showing where the applicants are received
through CEE.

Ms. Eddy stated the application gets sent directly to CEE from the city’s website. Ms.
Othoudt indicated a report could be run at any time of year showing how folks become
aware of this program.
