<br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />VILLAGE COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE VILLAGE OFFICE BLDG. <br /> <br />July 24th 1972 at 7:30 pm. <br /> <br />The regular semi-monthly meeting of the Elk River Village Council was called to order by <br />Mayor Bartelt on July 24, 1972 at 7:30 pm. in the Council Chambers of the Village Office <br />Building. Members were present as follows: Mayor Bartelt, Councilmen Otto, Syring, Hudson <br />and Konop. John MacGibbon was in attendance. <br /> <br />The minutes of the July 10, 1972 regular meeting were mailed. All members received and <br />read the minutes there were no additions or correction and the minutes were approved as <br />mailed. <br /> <br />Rex Oetinger.met with the Council and presented a schedule of rates to be used for <br />building permit inspection fees for Councils review. <br /> <br />Lloyd Barthel met with the Council and discussed the fire contracts that are still out- <br />standing. Mr. Barthel also stated that the Open House for the new Fire Station is sell";' <br />eduled for August 13, 1972 from 2:00 to 5:00 pm. <br /> <br />Moved by Councilman Hudson and seconded by Councilman Syring to set all fire calls at <br />the new rates to be effective July 1, 1972. Motion unaminously carried by a vote of 4-0. <br /> <br />At 8:00 pm. Mayor Bartelt declared the taking of bids for the 1972 Street Improvements <br />be closed. The bids received were as follows: <br /> <br />CONTRACTOR <br /> <br />SECTION A <br />SEAL COATING <br />no bid <br />$5,802.50 <br />no bid <br />6,541.00 <br />no bid <br /> <br />SECTION B <br />STREET IMPROVEMENTS <br />$34,702.50 <br />no bid <br />31,938.00 <br />29 ,660. 50 <br />24,791.50 <br /> <br />BID <br />BOND <br />5% <br />5% <br />5% <br />5% <br />5% <br /> <br /> <br />ardrives Inc. <br />Allied Blacktop Co. <br />H & S Blacktop <br />Elk River Blacktop <br />A. N. Johnson Const. <br /> <br />Moved by Councilman Otto and seconded by Councilman Hudson that the Village accept and <br />award the bids for the 1972 Street Improvements Section B submitted by A.N. Johnson Const. <br />at the bid price of $24,791.50 and Allied Blacktop Co. for the Seal Coating Section A <br />at the bid price of $5,802.50 final acceptence and awarding subject to bid tabulation <br />by Mills Engineering Co. Motion unaminously carried by a vote of 4-0. <br /> <br />Moved by Councilman Syring and seconded by Councilman Otto that the Village agrees to <br />assess ONLY that portion of Burlington Northern Railroad property which is presently <br />under lease along Railroad Drive for the 1972 Street Improvements. Motion unaminously <br />carried by a vote of 4-0. <br /> <br /> <br />Rolland Murray met with the Council regarding property owned by the Village of which he <br />would like to purchase. The Council stated that as of to date the property has not been <br />deeded to the Village therefore there is no way that the Council could act upon his <br />request. The Council further stated that they would keep his request in mind until such <br />time the Village has been deeded the property. <br /> <br />John MacGibbon reviewed the new State Burning Law for the Council and recommended that <br />the Village not adopt this Law at this time, as he felt that the State may have to make <br />orne changes in the Law. <br /> <br />John V~cGibbon was instructed to draft a news item for the Sherburne County Star News <br />regarding how the Village is effected by the new State Burning Law. <br /> <br />Moved by Councilman Syring and seconded by Councilman Hudson tftatth~illage partake <br />in joining the Anti-Trust Suit against the Liquor Distributors. Motion unaminously <br />carried by a vote 4-0. <br />
