<br />o <br /> <br />o <br /> <br />~ <br /> <br />The regular semi-monthly meeting of the Elk River Village Council was called to <br />order by Ma.yor Bartelt on Dec. 20, 1971 a.t 7:30 pm in the Council Room of the <br />Village Office Building. Members were present as follows: Ha;,.Tor Bartelt and <br />Councilmen Hudson, Syring and Konop. <br /> <br />The minutes of the Dec. 6, 1971 regular meeting, Dec 7, 1971 special meeting and Dec 16 <br />1971 Special meeting viere read. There were no audition or correction and the minutes <br />were approved as read. <br /> <br />The council agreed upon the costs for building inspectors schooling for the number of <br />days tha.t Rex Oetinger felt would be most benfical. <br /> <br />Mr. Ernie Carlson asked if he could give a Christmas party for the minmrs that partron- <br />ise his place of business. After discussion by the council it was felt that the <br />Christmas party for the minors with music would be okay as long as the police department <br />be notified in advance of the time add that they be out by 11:00 pm at the latest. <br /> <br />Mr. Carlson also question if it was okay to cover his windows and have a private party <br />for New Years Eve with music. He was informed by the council that his place of business <br />is covered by the Liquor Control Regulation as any other 3.2 place and that the <br />proprietor would have to i~ke his own decision and still be vdthin the law. <br /> <br />He also made a verbal request for a Set-Up License to be effective 12/30/71 and was <br />informed that he would have to rrBke application with the State of ~linnesota first and <br />then have the Chief of Police sign the necessary papers before the council could act <br />upon his request. <br /> <br />Chapters 11 thru 20 recodification of the village ordinances were reviewed as scheduled <br />with John MacGibbon Village Attorney. }~.' MacGibbon will sdrnit drafts of the 20 Chapters <br />to include the various changes for the councils review. <br /> <br />Moved by Councilman Syring and seconded by Councilman Konop that we' purchase the radar <br />equipment and apply for the federal grant that would pay 50% of the total cost. <br />Motion unaIT~nously carried. <br /> <br />Chief of Police Robert Olson subrrutted a request for a narcotic kit, fingerprinting kit <br />and a tape recorder. It was agr~ed upon that he submit some comparable price costs first. <br /> <br />Also requested by ~~. Olson that the Police Department be placed on a 40 hour week, this <br />rr~tter will be held in obeyance until after the January 3rd meeting. <br /> <br />IvIoved by Counciill.an Hudson and seconded by CounciL'1lan Syring that we renew RCPA's Police <br />Patrolling contract for another year at $100.00 per month. Motion Q~aminously carried. <br /> <br />Moved by Councilman S;,.Ting and seconded by Councilman Konop that the dog license be <br />increased to 85.00 for unspaded females and $3.00 for spayed fema,les and males. <br />Motion unaminously carried. <br /> <br />After council discussion it was agreed upon to invoice the Village of Zimmerman for <br />the fire call at ~ the labor and equipment costs only. <br /> <br />It was the councils opinion that a 2 to 4 miles distance from the village limits would <br />be permissable in regards to Darrel Macks residence requirements as a village employee. <br /> <br />The fiollowing bills for the l1uncipal Liquor Store were approved for payment: <br /> <br />Edmonds Brothers <br />Famous Brands <br />Ed Phillips & Sons <br />Johnson Brothers <br /> <br />$ 162.22 <br />545.28 <br />3,144.47 <br />1,608.27 <br /> <br />II <br /> <br />Freight <br /> <br />liquor <br />II <br />
