<br />The regular semi-mortthly meeting of the Elk River Village Council was called to <br />order by Mayor Bartelt on Oct. 18, 1971 at 7:30 pm in the Council Room of the <br />Village Office Building. Members were present as follows: Mayor Bartelt and <br />Councilmen Hudson, Syring, Konop and Otto. <br /> <br />The minutes of the Oct. 4, 1971 regular meeting and Oct. 13, 1971 special meeting fJ <br />were read. There were no additions or corrections and the minutes were approved " " <br />as read. <br /> <br />William Bartush made application for the renewal of the on-sale 3.2 beer license <br />at the Eagles Club. ' Referred to the Folice Department for their recommendation. <br />~tt. Bartush also made application for a offsale 3.2 beer license. Referred to <br />the Village Attorney for a ruling on whether a private club can have a offsale license. <br /> <br />William Mills, Village Engineer was present and discussion followed on upgrading <br />our present sanitary sewer system to meet PCA standards. <br /> <br />Per a letter from the Pollution Control Agency dated Aug. 10, 1971, moved by, <br />Councilman Syring and seconded by Councilman Otto, authorizing William Mills, Village <br />Engineer to do a study in upgrading our present sewer system to include the pro- <br />jected expansion for both 10 and 20 years and to include an area North and ltlest of <br />the Village and directing Mr. Ydlls to work with the Planning Commission. Motion <br />Unaminously carried; <br /> <br />Dis cussion wi th ~lr. '}Jlills on the 1971 Street program, with the following comments: <br />The drainage on School Street is poor. It was suggested that the storm sewer be <br />extended further west on the south side. The street project was completed on Oct. <br />14, 1971, whereas the contract called for a Oct. 1, 1971 deadline. The street <br />paving on 5th Street and Vernon Avenue were not satisfactory. <br /> <br />Moved by Councilman 'Otto and seconded by Councilman Syring, ,to establish a set fee <br />of $10.00 for all building permit applications, plus the building permit surcharge <br />fee that is due to the State of Minnesota which is based on valuation. $5.00 of <br />the fee is to be returned to the Zoning Administrator. Toth was advised that the Health Officer, Fire ehief and Fire ~Arshall <br />will be contacted to make their inspections and file their recommendations. <br /> <br />Moved by Councilman Hudson and seconded by Councilman Konop, to grant the renewal <br />of the onsale and offsale 3.2 beer licenses at Sachs Riverside Store. Motion unam- <br />inously carried. <br /> <br />Lester Derr reported that the one long sewer line that services the residences of <br />Russell Sass, Ann Olson and Bill MacGregor, is causing problems. Referred to the <br />Village Engineer for his recommendations. <br /> <br />Moved by Councilman Syring and seconded by Councilman otto, to adopt the 1971 budget <br />as follows: General Revenue (40 Mills) $48,000, Utilities (6Mills) $7,200.00, <br />Library (7 Mills) $8,400.00, Fire Station Bond (8 ~ulls) $9,600.00, Sewer Bonds ( <br />$8,400.00, Firemen Pension (.1 Mill) $120.00, PERA (6.5 Mills) $8,000.00, Public (J) <br />Works Re:srerve C3 Mills) $3,600.00" Parking Facility (.5 Ifill) $600.00, a total of <br />approximately 78.1 Hills. Motion unaminously carried. <br />
