<br />Office at Elk River, Minnesota for
<br />eonstruction of a Fire Station on Sep-
<br />tember 28, 1971 until the hour of 8 :00
<br />P. 1\1.; at which time they will be
<br />publicly opened and read aloud immedi-
<br />"'-tely thereafter in the Council Cham-
<br />her.
<br />Th~ work will be let under one con-
<br />tract including General Construction,
<br />Mechanical Work and Electrical Work.
<br />A certified check or bidders bond in
<br />t.he amount of five percent (5 %) of
<br />the total bid shall accompany each bid
<br />as, a guarantee that the bidder will
<br />enter into a contract with the Owner
<br />for the work described in the proposal
<br />A bidder may not withdraw his bid
<br />for a period of thirty (30) days after
<br />the date set for the opening thereof.
<br />The Owner reserves the right to accept
<br />or reject any or all bids and waive
<br />informalities therein.
<br />The proposal forms,. plans and spe-
<br />cifications may be examined at the
<br />office of the Village Clerk, Elk River,
<br />Minnesota; and at the office of Peter
<br />Racchini and Associates, Architects,
<br />Getty Building, 716 3rd Street. White
<br />Bear Lake, Minnesota 55110. .
<br />Prime bidders may obtain plans and
<br />specifications from the office of the
<br />Architects by payment of a deposit of
<br />($30.00) per set. This deposit will be
<br />refunded provided a bona fide bid is
<br />submitted and contract documents 'are
<br />returned in good condition.
<br />Bidders and subbidders may obtain
<br />additional plans and specifications or
<br />parts thereof at the cost of reproduc-
<br />tion plus postage. Such costs will not
<br />he refunded. .
<br />The successful bidder will be re-
<br />quired to furnish and pay for both
<br />Performance Bond and Labor and
<br />Material Payment Bond, each in the
<br />full amount for the contract, in Docu-
<br />menl No. A-311 issued by tbe Ameri-
<br />.,:n', 1 nstitute of Architects.

<br />directing the Elk River Planning Commission to conduct hearings
<br />on a admendment to the Zoning Ordinance, that new residences
<br />in R-l and R-2 districts be required to have a garage for
<br />each unit. Motion unaminously carriedo
<br />
<br />Robert Milne was present and expressed an interest in hand-
<br />ling the sale of bonds for financing our 1971 improvements.
<br />
<br />Moved by Councilman Syring and seconded by Councilman Hudson,
<br />to sell general obligation Improvement Bonds for approximately
<br />$90,000.00, for financing the 1971 Sanitary Sewer, Watermain
<br />and Street improvements, to be paid over a period of ten years
<br />and to enter in to a contract with Robert D. Milne and
<br />Associates to serve as our financial advisor. Motion unaminous.

<br />Moved by Councilman Otto and seconded by Councilman Konop,
<br />authorizing the Mayor and the Deputy Clerk-Treasurer to sign
<br />a stipulation between the Village of Elk River and the
<br />Minnesota Pollution Control Agency for certain improvements in
<br />our sanitary' sewer system. Motion unaminously carried.
<br />A copy of the Stipulation is attached.

<br />Moved by Councilman Hudson and seconded by'Councilman Konop,
<br />to place a. slurry coat on Jackson and King Avenues between'
<br />Ivlain Street and Highway 10, cost approximately $900.00.
<br />Motion unaminously carried.

<br />Hoved by Councilman Syring and seconded by Councilman otto,
<br />approving the plans andospecifications for sanitary sewer and
<br />watermain extensions in Towns Edge Court in the Johnson Plat.
<br />Motion unaminously carried.

<br />Moved by Councilman Syring and seconded by Councilman otto,
<br />to proceed with a 5 year p~ogram for acquisition of property
<br />for recreational use through the LAWCON Program. t-iotion

<br />Theapplications for th~ position of police officer were re-
<br />vievled. After considerable discussion, moved by Councilman
<br />Konop and seconded by Councilman Hudson, that we hire two
<br />full time police officers and offer the positions to Charles
<br />Swanson and Joseph Zerwas at a monthly salary of $625.00 each,
<br />to serve a 6 months probationery period, pending acceptance
<br />by the successful appli'Cants. If Joseph Zerwas declines, the
<br />position will be offered to Martin Koskela. Motion unaminously
<br />carried.

<br />Moved by Councilman Syring and seconded by Councilman Konop,
<br />to accept the plans and specifications for the fire station
<br />as presented by Peter Racchini and Associates and authorizing
<br />the Deputy Clerk-Treasurer to advertise for bids in the officia
<br />village paper and the Construction Bulletin on Sept. 9 and
<br />Sept. 16, 1971, ~~th bids to be taken at 8:00 pm, Tuesday,
<br />Sept" 28, 1971, in the Council Room of the Village Office
<br />Building in the Village of Elk River. Motion unaminously
<br />carried.
