throughout all stages of the project to assure local interests are met. Local frontage road street improvement projects <br />will need to take place prior to the Highway 169 construction. <br />City voters' approved the local option sales tax referendum in November, directing the City to move forward with <br />the Active Elk River plan design. The plan is a $35,000,000 comprehensive investment in a multi-purpose <br />recreational facility, major park improvements, as well as funds designated to trails and natural/outdoor resources. <br />The city will be working closely with our leaders at the state Legislature to get the proper approvals during the <br />legislative session in early 2019. <br />Implementation of the first of three phases of the Wayfmding Master Plan began in late 2018. Signs were installed <br />in our neighborhood and signature parks to ease navigation for visitors and enhance the experiences in our <br />recreational areas. The next phases will include entrance monuments for city gateways, directional signs, and <br />informational kiosks. The wayfinding program ensures consistency and continuity for all city signage throughout the <br />city. <br />The City received grant approval from the Minnesota Department of Natural Resources for the funding of $362,000 <br />for improvements to Woodland Trails Regional Park. Improvements will include a picnic shelter, a nature play area, <br />biathlon/archery range upgrades, and park signage. <br />The City has begun acquiring blighted properties near downtown for future redevelopment and development of new <br />commercial and retail projects along Highway 10, one of the major roadways through the City. <br />Awards and Acknowledgements <br />The Government Finance Officers Association of the United States and Canada (GFOA) awarded a Certificate of <br />Achievement for Excellence in Financial Reporting to the City of Elk River for its Comprehensive Annual Financial <br />Report for the fiscal year ended December 31, 2017. This was the 29th consecutive year that the City has received <br />this prestigious award. In order to be awarded a Certificate of Achievement, a government must publish an easily <br />readable and efficiently organized Comprehensive Annual Financial Report. This report must satisfy both generally <br />accepted accounting principles and applicable legal requirements. <br />A Certificate of Achievement is valid for a period of one year only. We believe that our current Comprehensive <br />Annual Financial Report continues to meet the Certificate of Achievement Program's requirements and we are <br />submitting it to the GFOA to determine its eligibility for another certificate. <br />The City received the GFOA Award for the Distinguished Budget Presentation for the City budget for the fiscal year <br />beginning January 1, 2018. It was the tenth consecutive year the City received the award for the document. <br />The preparation of this report is made possible by the efficient and dedicated services of the entire staff of the City <br />Administrator's office and Finance Department. The Mayor and City Council are to be commended for their <br />diligence and resolve in keeping the City in sound and stable financial condition.
