<br />The regular semi-"monthly E:f meeting of the Elk River Village Council was called <br />to order by ~~yor Bartelt on Feb. 1, 1971 at 7:30 pm. in the Village Council Roam. <br />Hembers present were Hayor Bartelt, Councilmen, Hudson, Syring, Konop, and otto. <br /> <br />The minutes of the Jan. 18, 1971 meeting were read. No additions or corrections <br />were made and the minutes were approved as read. <br /> <br />11r. Parker met with the Council representing the Elk River School system. He would <br />like to have the Elk River Council consider the possibility of having the Village <br />of Elk River and the School District forming a commission which would jointly oper- <br />ate the Elk River skating program and the Elk River summer recreation-program. <br />This would be a commission which would jointly share the operation and the finan- <br />cing of these programs. ~x. Parker said that this committee could possibly consist <br />of four members, two representing the village and two members representing the <br />school district. In 1970 the operation of the skating program in Elk River cost <br />about $1,300, the summer program $3,784.25,a.nd snow removal pertaining to skating <br />about $500. This would total 5,584.00. The school does not.get any state aid in <br />this area.. Mr. Parker also suggested that if the CO:j.lncil is interested in setting <br />up a joint committee, the Council should find outW~her commurrities are doing in <br />this area. Councilman otto will check with lVlI'. l"iacGibbon conceriing the Village's <br />authority in this area and also our leveing capibilities of the mill rate. <br /> <br />(1 <br /> <br />Since }~. ~lills has made application for a sanitary landfill, the Council decided <br />that they should meet vdth the private contract sanitary haulers at our Feb. 15 <br />meeting at 8:00 pm to discuss the future possibilities of contract hauling for the <br />villa.,e. <br /> <br />Several men were mentioned as possibilities to be appointed to the planning,Comm- <br />ission. These men were Jim Nord, Gene Schuldt, .and George Zabee. Councilman <br />Hudson moved and Councilman Konop seconded that~the Council appoin George Zabee <br />and l-fayor Bartelttotne Planing Commission~ Motion. carried. <br /> <br />Next the Council discussed the possibility of the firemen bming paid to burn the <br />}lil~ouse building down and then the firemen could put this money in a fund which <br />would be used to purchase new furnishings for the new fire station. Les Derrls <br />crew might be able to do some hauling and leveling of the fondation after it has <br />been burned. There is also the possibility that the firemen can use this burning <br />as a training excersize for the firemen. <br /> <br />The Planing Commission recommended that the Council accept the proposed Upland <br />Heights plat as drawn by the County surveyor. Councilman Syring moved and Council- <br />man €tto seconded the motion that the Council accept the proposed Upland Heights ( ) <br />plat as drawn.. Motion ca.rried. \_ <br />
