�j <br /> City of <br /> Elk City of Elk River <br /> Wver City Council <br /> Resolution 19- <br /> A Resolution of the City Council of the City of Elk River Approving <br /> Minnesota Laws, 2019, First Special Session, Chapter 6, Article 6, Section 17 <br /> WHEREAS, The 2019 First Special Session of the Minnesota Legislature passed and the Governor <br /> signed Minnesota Laws, 2019, 1" Special Session Chapter 6,Article 6, Section 17 which authorizes the <br /> City of Elk River,Minnesota (the "City") to impose by ordinance a sales and use tax of up to one-half of <br /> one percent to (1) pay the cost of collecting and administering the tax and (2) to pay the capital and <br /> administrative costs of various recreational facility and park improvements including any or all of the <br /> following: a multipurpose recreational facility such as an ice arena, a community meeting and activity <br /> space, and a synthetic turf field house; senior center facility improvements;Lion John Weicht Park <br /> improvements, Lions Park Center space improvements, and a community picnic pavilion addition;youth <br /> athletic complex improvements; Orono Park improvements; dredging Lake Orono; and citywide trail <br /> connection improvements; and secure and pay debt service on bonds issued to finance all or part of the <br /> projects listed in clause (2); and <br /> WHEREAS, the total that may be raised from the tax to pay for these projects is limited to <br /> $35,000,000,plus the costs related to the issuance and paying debt service on the bonds for these <br /> projects; and <br /> WHEREAS, such legislation requires local approval in accordance with Minnesota Statute 645.021; and <br /> WHEREAS, the City desires the law to become effective. <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,Minnesota, <br /> as follows: That Minnesota Laws, 2019, First Special Session, Chapter 6,Article 6, Section 17 is hereby <br /> approved. <br /> BE IT FURTHER RESOLVED that the City Administrator is hereby instructed to submit the <br /> appropriate certificate and a copy of this Resolution to the Secretary of State of the State of Minnesota. <br /> Passed and adopted this 3rd day of June 2019. <br /> John J.
