They provide an opportunity <br />to discuss and debate important is- <br />sues, give citizens a chance to show <br />leadership by putting their name <br />on the ballot and are supposed to <br />deliver a City Council that repre- <br />sents the views of voters – and the <br />diversity of our city. <br />But using an obscure prehis- <br />toric voting system ensures that <br />these goals are often thwarted. The <br />‘winners’ of each race often do <br />not represent a majority of voters <br />– Councillors have been recently <br />elected with as little as 17% of <br />the vote. Important issues are <br />often overshadowed by simplistic <br />soundbites, negative campaigns <br />and debates about ‘strategic voting’. <br />Many citizens who want to run <br />are pushed out of local races due <br />to the threat of vote splitting and <br />our elections consistently produce <br />Councils that do not represent our <br />cultural diversity:
