Public Hearings <br /> <br />There were no public hearings. <br /> <br />7.1 Main and Gates Redevelopment TIF Analysis <br /> <br />Ms. Othoudt presented the staff report. <br /> <br />Commissioner Eder asked if a property owner wouldn’t give permission for an inspection. <br /> <br />Ms. Othoudt stated if the property was a critical property and the current owner wouldn’t <br />authorize access, LHB would do an exterior analysis of the property. <br /> <br />Commissioner Ovall asked since the city owns four of the seven properties and we know the <br />condition of the properties the city owns are uninhabitable, would we need to wait for all <br />seven properties to determine if this block is considered blighted and therefore qualifies for <br />redevelopment. <br /> <br />Ms. Othoudt stated to qualify as a redevelopment TIF district, more than 50% of the <br />buildings within the proposed district will need to be found to be substandard. An interior <br />and exterior inspection would need to be completed to determine if the buildings qualify. <br /> <br />Ms. Othoudt stated an analysis is required by state statute and by a certified third party. She <br />stated LHB can inspect the five properties at this time and if the city becomes owners of the <br />others, they can be inspected at a later date. <br /> <br />Motion by Commissioner Eder and seconded by Commissioner Ovall to approve <br />LHB, Inc. to approve the Main and Gates Redevelopment TIF Analysis proposal by <br />LHB Corporation as outlined in the staff report for inspection of up to seven <br />properties in an amount not to exceed $13,800. <br /> <br />Motion carried 5-0. <br /> <br />7.2 HRA Housing Rehabilitation Loan Program Update <br /> <br /> Ms. Othoudt presented the staff report. <br /> <br /> Chair Toth asked about the two delinquent accounts. <br /> <br /> Ms. Othoudt stated she along with CEE were working with both delinquent parties to bring <br />their loans current and stated with one party, there was confusion of where payment was to <br />be made. <br /> <br /> <br />
