Transportation Issues
June 3, 2005

Page 8

these intersections. The reason is that the technology of the count down timers has not
progressed to the point that it is adaptable to railroad preemption of the signal system.
In other words, as a train passes through, it preempts the signals and changes the cycle
to preclude cars from stacking up near a closed railroad crossing. If we had count down
timers installed, a pedestrian crossing the highway would expect to have a number of
seconds left to continue to complete their crossing, but if a train preempted the signal,
the technology has no way at this time to warn the pedestrian. MnDOT's Assistant
Traffic Engineer was confident that the manufacturers of the count down timer
technology would be addressing this issue sometime in the future. I have asked him to
keep me appraised as to when this technology change would become appropriate for
installation at these intersections.

16. Other Issues

If the City Council has any questions regarding the status of the 2005 Street
Reconstruction Project or the King Avenue Parking Lot, I will be able to answer those
as well.

If there are any other transportation issues you would like me to be prepared to discuss at
Monday evening's meeting, please call.

Sincerely,

r-- rJIII~
T :!;:;t'urer, PE
City Engineer

S:\Engineer\200s CCmemos\06 03 05 Transp issues.doc
