<br /> <br />Item # 7.1. <br /> <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />Mayor and City Council <br /> <br />.Michele MCPherso~ctor of Planning <br /> <br />DATE: <br /> <br />June 6, 2005 <br /> <br />SUBJECT: <br /> <br />Case No. EV 05-05 <br />Consider Resolution Vacating the Public Interest in Jackson <br />Square, City of Elk River <br /> <br />Request <br /> <br />The City Council is asked to consider an ordinance vacating the public interest in Jackson <br />Square in order to transfer title to MetroPlains Development for construction of Jackson <br />Place, a mixed use project with residential units above commercial space. <br /> <br />Attachment <br /> <br />· Location Map <br />· Resolution No. 05 - <br /> <br />Analysis <br /> <br />As the City Council is aware, a development agreement has been entered into with <br />MetroPlains Development for construction of Jackson Place and the Bluffs of Elk River. <br />Jackson Place will be constructed on property currently owned by the City of Elk River and <br />deeded to the Village of Elk River in 1958 by Emil and Edith Parent and Standard Oil <br />Company. <br /> <br />The City completed title proceedings to ensure that there are no ancillary interests in Jackson <br />Square and that the property can be transferred to the developer. <br /> <br />The Planning Commission has found that the development of Jackson Square is consistent <br />with the goals and visions stated in the adopted Comprehensive Plan. <br />
