18. Model Homes. <br /> (01) The Ci may issue building permits for the construction of up to two model homes on <br /> lots approved by the Building Official prior to completion of the public and private <br /> infrastructure,provided that access to the site for emergency vehicles is maintained at all <br /> times. City will not issue a certificate of occupancy (said certificate will allow the structure to <br /> be transferred to a new owner for the purpose of permanent occupancy) for any building <br /> constructed on any lot or parcel in the Subdivision until all Improvements (except final lift <br /> of paving) are completed, approved by the City Engineer and accepted by the Citi <br /> Temporary certificates of occupancy may be issued for sites;however, such certificates will <br /> not allow the structure to be transferred to a new owner for the purpose of occupancy. <br /> The City Council discussed these sections on November 21, 2016, at the request of the developer of <br /> Miske Meadows. The concerns at that time were related to the issuance of building permits and <br /> certificates of occupancy (CO) prior to installation of small utilities (gas and electric). Staff's concerns at <br /> the time were that a situation may arise where the home was complete except for the small utilities, and <br /> the homeowner or builder would request a CO while on temporary power and/or heat. Homes are not <br /> complete while on temporary power and heat and need additional work to disconnect electric and <br /> propane appliances used on a temporary basis and replaced with the natural gas ones for permanent use. <br /> The Council's solution was to increase the number of model homes for a subdivision, and allow builders <br /> to begin construction sooner with a model home permit which does not allow transfer of ownership or a <br /> CO until all utilities are installed. Staff noted their concern with the change as it may become a tool to <br /> allow premature sales of individual homes rather than construction of a home for use as a model. <br /> On August 15, 2018, a building permit for a model home was approved for Lot 2, Block 2, Hillside <br /> Estates Eleventh Addition (19583 Baldwin St NW). The home is now complete and the builder and <br /> developer have requested a CO. However, the small utilities (gas and electric) have not been installed, and <br /> the home is using temporary overhead power and propane heat.
