Memorandum <br /> <br />To: Michael Hecker, Park and Recreation Director <br />From: Justin Femrite, P.E., Public Works Director <br />Date: April 2, 2019 <br />Subject: Elk River Landfill Leachate Conveyance System <br />Attached are the plans that have been developed for the Elk River Landfill Leachate Conveyance <br />System to be installed along the Great Northern Trail this summer. <br />Council directed staff to finalize details for the extension of the public sewer system along the Great <br />Northern Trail (GNT) to accommodate a permanent connection of a leachate conveyance system <br />from the Elk River Landfill. This permanent connection is required to be complete for continued <br />disposal of landfill leachate from the Elk River Landfill to Elk River’s public sewer system. <br />The project will install a new publicly owned lift station north of the intersection of the GNT and <br />221 Avenue (page 33 of plans) and a forcemain installed from there to the existing sewer system <br />located near the well house just north of Meadowvale Elementary school (page 21 of plans). The <br />forcemain will be installed adjacent to the trail with manholes that extend to the surface in the <br />boulevard space. The project will further include a parking area off of 221 Avenue that will serve <br />the new lift station and support 10 public parking spaces for GNT users (page 33 of plans). <br />Elk River Landfill will extend a private leachate pipe line from their site directly to the new public <br />lift station near 221 Avenue. This pipeline will also be placed along the GNT right-of-way. <br />The pipe lines will be constructed via directionally drilling methods which will limit disruption to <br />drill pit and manhole locations. The construction will require closing of segments of the GNT for <br />periods of time. Schedule for installation of the improvements will be during the summer months <br />of 2019 attempting to avoid the highest use times in the spring and fall. We will work with the <br />contractor to minimize closures. <br />The development agreement details the responsibility of the Elk River Landfill to restore our trail to <br />pre-project conditions. We will be closely examining the trail and boulevard conditions to make sure <br />it is restored properly.
