Public Hearing - Case No. CO 04-32 <br /> <br />Senior Planner Scott Harlicker noted that the Land Use Amendment is no longer required <br />since the land use change was included as part of Comprehensive Plan approval. The <br />applicant is requesting a zone change, conditional use permit, and preliminary plat approval <br />for a 76-unit townhouse development (Jackson Street Villas), located west of Jackson <br />Avenue and east of Lions Park. Mr. Harlicker reviewed the surrounding land uses, access to <br />the site, density, internal roads, parking, sidewalk locations, landscaping, ponding areas, and <br />elevations of the proposed buildings. Staff recommends approval of the requests with <br />findings and conditions listed in the staff report. <br /> <br />Commissioner Stevens asked if there would be any type of barrier at the end of the private <br />drives, besides the trees. Mr. Harlicker stated there would be curbing as well. Commissioner <br />Stevens asked if staff felt the off-street parking was adequate. Mr. Harlicker stated that it <br />meets the City's requirements. <br /> <br />Commissioner Westgaard asked the City Engineer if J ackson Avenue would be widened in <br />this location. City Engineer T eny Maurer stated that he is recommending J ackson Avenue <br />be re-striped in this location at the developer's cost, to three lanes with the middle lane <br />functioning as a left turn lane. <br /> <br />Discussion followed regarding the width of Jackson Avenue, north and south of School <br />Street. Mr. Maurer stated that re-striping of Jackson Avenue south of School Street would <br />take into consideration the geometries of the Jackson/School Street and the <br />Jackson/Highway 10 intersections. <br /> <br />Chair Ropp opened the public hearing. <br /> <br />Ken Mitchell, 12641 211th Avenue, Rivers Christian Academy representative - Asked if <br />development of this property would affect the development of their property to the north. <br />He stated that he was not sure the existing driveway was on the church's property or the <br />
