02/20/19 REVISOR RSI/SL 19-3503 as introduced <br /> 4.1 service territory or,natural gas throughput to all retail customers,including natural gas <br /> 4.2 transportation customers,on a utility's distribution system in Minnesota.Gross annual retail <br /> 4.3 energy sales does not include: <br /> 4.4 (1)gas sales to: <br /> 4.5 (i)a large energy facility; <br /> 4.6 (ii)a large customer facility whose natural gas utility has been exempted by the <br /> 4.7 commissioner under subdivision 12,with respect to natural gas sales made to the large <br /> 4.8 customer facility;and <br /> 4.9 (iii)a commercial gas customer facility whose natural gas utility has been exempted by <br /> 4.10 the commissioner under subdivision 12,with respect to natural gas sales made to the <br /> 4.11 commercial gas customer facility; <br /> 4.12 (2)electric sales to a large customer facility whose electric utility has been exempted <br /> 4.13 by the commissioner under subdivision 12,with respect to electric sales made to the large <br /> 4.14 facility;and <br /> 4.15 (3)increased electric or natural gas sales from efficient electrification or conversion <br /> 4.16 caused by a utility program. <br /> 4.17 (k)"Large customer facility"means all buildings,structures,equipment,and installations <br /> 4.1E at a single site that collectively(1)impose a peak electrical demand on an electric utility's <br /> 4.19 system of at least 20,000 kilowatts,measured in the same way as the utility that serves the <br /> 4.20 customer facility measures electric demand for billing purpose, or(2)consume at least <br /> 4.21 500,000,000 cubic feet of natural gas annually.When calculating peak electrical demand, <br /> 4.22 a large customer facility may include demand offset by on-site cogeneration facilities and, <br /> 4.23 if engaged in mineral extraction,may aggregate peak energy demand from the large customer <br /> 4.24 facility's mining processing operations. <br /> 4.25 (1) "Large energy facility"has the meaning given it in section 216B.2421,subdivision <br /> 4.26 2,clause(1). <br /> 4.27 (m)"Load management"means an activity,service,or technology to change the timing <br /> 4.28 or the efficiency of a customer's use of energy that allows a utility or a customer to respond <br /> 4.29 to local and regional energy system conditions,or to reduce peak demand for electric energy <br /> 4.30 or natural gas.Load management that reduces overall energy use is also energy conservation. <br /> 4.31 (n) "Low-income programs"means energy conservation improvement programs that <br /> 4.32 directly serve the needs of low-income persons,including low-income renters and entities <br /> 4.33 that serve low-income customers.Programs that aggregate resources for improvements to <br /> Article 3 Section 1. 4 <br /> 102 <br />
