02/20/19 REVISOR RSI/SL 19-3503 as introduced <br /> 2.1 further finds that cost-effective energy savings and load management programs should be <br /> 2.2 procured systematically and aggressively in order to reduce utility costs for businesses and <br /> 2.3 residents,improve the competitiveness and profitability of businesses,create more <br /> 2.4 energy-related jobs,reduce the economic burden of fuel imports,and reduce pollution and <br /> 2.5 emissions that cause climate change.Therefore,it is the energy policy of the state of <br /> 2.6 Minnesota to achieve annual energy savings equal equivalent to at least 1.5 percent of annual <br /> 2.7 retail energy sales of electricity and natural gas through cost effective energy conservation <br /> 2.8 improvement programs and rate design,cncrgy efficiency achieved by energy consumes <br /> 2.9 without direct utility involvement,energy codes and appliance standards,programs designed <br /> 2.10 to transform the market or change consumer behavior,energy savings resulting from <br /> 2.11 efficiency improvements to the utility infrastructure and system,and other efforts to promote <br /> 2.12 energy efficiency and cncrgy conservation.multiple means,including but not limited to: <br /> 2.13 (1)cost-effective energy conservation improvement programs,including efficient <br /> 2.14 electrification,under sections 216B.2401 to 216B.241; <br /> 2.15 (2)rate design; <br /> 2.16 (3)energy efficiency achieved by energy consumers without direct utility involvement; <br /> 2.17 (4)energy codes and appliance standards; <br /> 2.18 (5)programs designed to transform the market or change consumer behavior; <br /> 2.19 (6)energy savings resulting from efficiency improvements to the utility infrastructure <br /> 2.20 and system;and <br /> 2.21 (7)other efforts to promote energy efficiency and energy conservation. <br /> 2.22 ARTICLE 3 <br /> 2.23 CONSERVATION IMPROVEMENT PROGRAMS <br /> 2.24 FOR CONSUMER-OWNED UTILITIES <br /> 2.25 Section 1.
