<br />. <br /> <br />. <br /> <br />. <br /> <br />Planning Commission Minutes <br />August 10,2004 <br /> <br />Page 3 <br /> <br />City Engineer Teny Maurer stated that Line Avenue was to have been cul-de-saced, <br />requiring traffic to stay on the collector roadway of Twin Lakes Road. <br /> <br />Commissioner Lemke asked why the developer is not paying for all of the improvements to <br />County Road 40 at this time. City Engineer T eny Maurer stated that it is not the city's <br />policy to require developers to pay for an entire improvement project of this nature. <br /> <br />Commissioner Anderson asked why the City is allowing denser developments farther out <br />from the core. <br /> <br />Director of Planning McPherson stated that the City is not "allowing" anything. The <br />applicant or any property owner has the right to apply for a project to the city. Staff cannot <br />tell a property owner or applicant that they cannot apply for a zone change request or any <br />other land use application. It is up to the City Council to determine if the proposal is <br />appropriate and if it fits the long-term vision of the city. With zone change requests, the <br />City has the ultimate discretion in approving or denying a request. <br /> <br />Chair Ropp opened the public hearing. <br /> <br />Randy Barney, 19008 Lincoln Street - Mr. Barney stated that he lives at the end of the <br />Lincoln Street cul-de-sac and that exiting from his neighborhood onto County Road 13 has <br />resulted in close calls. There are long waits to exit onto County Road 13 and some residents <br />may make risky choices in order to leave the development. Mr. Barney suggested that <br />perhaps one of the two exits could be closed onto the county road in exchange for not <br />making the connection into Sunset Ridge. He suggested that the development be allowed an <br />entrance onto County Road 13 farther east. <br /> <br />City Engineer T eny Maurer stated that based on the Sherburne County access policy, there <br />is not enough distance between Lincoln and Kennedy Streets and County Road 40 to allow <br />an additional entrance onto County Road 13. <br /> <br />Renee Pomerleau, 18996 Lincoln Street - Stated that the neighborhood should be left <br />alone and asked why do they have to get involved. She stated that the kids live in the street <br />and the connection between the development and their neighborhood should not be made, <br />as it will cause increased traffic in their neighborhood. <br /> <br />Greg Lien, 19147 Lincoln Street - Stated he was concerned with the speed on County <br />Road 13 and increased traffic levels in the neighborhood. He felt that County Road 40 <br />should be completed first in order to keep construction traffic out of Sunset Ridge. He <br />stated that the neighbors paid an assessment for paving their streets and construction traffic <br />would adversely impact the new paving. He suggested that the interconnection between <br />Sunset Ridge and the new development be done last. He also requested that hours of <br />operation be limited to reasonable hours with no work on weekends. Mr. Lien also asked <br />where sewer and water would enter into this development. <br /> <br />City Engineer T eny Maurer stated that speed limits are set by the State of Minnesota and <br />noted that typically when development occurs, speed may be reduced on adjacent roadways <br />by the State due to urbanization. The City would have to request, however, that a speed <br />study be done, once the development is completed. <br /> <br />Kim Thiry, 19031 Lincoln Street - Stated that School District is overcrowded at the <br />elementaty level and that this development would exasperate that issue. <br />
