THE REQUEST DOES NOT MEET THE STANDARDS FORA <br />CONDITIONAL USE PERMIT. <br /> <br />COMMISSIONER ANDERSON SECONDED THE MOTION. THE MOTION <br />CARRIED 7-0. <br /> <br />5.5. Request by Phil Collins for a Conditional Use Permit to Operate an Impound lot. Public <br />Hearing - Case No. CD 03-07 <br /> <br />Senior Planner Scott Harlicker reviewed the request by Phil Collins for a Conditional Use <br />Permit to operate an impound lot at 16234 Jarvis Street. Mr. Harlicker discussed the existing <br />site conditions, access and storage area, and landscaping requirements. Staff recommends <br />approval of the request with the four conditions listed in the staff report. Mr. Harlicker <br />noted that the applicant is working with the Police Department on the issue of security <br />lighting. <br /> <br />Discussion followed regarding the possibility of fluids leaking from stored vehicles. Mr. <br />Collins, applicant, stated that any leaking usually happens at the crash site. He stated that <br />blocks could be positioned under vehicles with any leaking problems to address this concern. <br /> <br />Chair Pederson opened the public hearing. There being no public comment, Chair Pederson <br />closed the public hearing. <br /> <br />Commissioner Anderson asked if the City should be concerned about ground pollution <br />regarding fluids leaking from stored vehicles. Mr. Harlicker stated that staff could request <br />review of this issue by the City Engineer and the Building & Environmental Administrator. <br /> <br />COMMISSIONER ANDERSON MOVED TO RECOMMEND APPROVAL OF <br />THE REQUEST BY PHIL COLLINS FORA CONDITIONAL USE PERMIT TO <br />OPERATE AN IMPOUND lOT, CASE NO. CU 03-07CU 03-07, WITH THE <br />FOllOWING CONDITIONS: <br /> <br />1. CONCRETE CURB AND GUTTER SHALL BE INSTALLED ALONG <br />THE DRIVEWAY. <br />2. THE IMPROVED SURFACE SHALL BE SETBACK A MINIMUM OF <br />10 FEET FROM THE WEST PROPERTY LINE AND SHALL NOT <br />EXTEND CLOSER TO 163RD AVENUE THAN THE NORTH SIDE <br />OF THE EXISTING POLE BUILDING. <br />3. A LANDSCAPE PLAN SHALL BE SUPPLIED TO THE CITY FOR <br />REVIEW AND APPROVAL. ADDITIONAL LANDSCAPING SHALL <br />BE REQUIRED ALONG 163RD AVENUE AND ALONG THE WEST <br />PROPERTY LINE. A TOTAL OF 12 TREES ARE REQUIRED. <br />4. THE DRIVEWAY SHALL BE BITUMINOUS AND THE WIDTH <br />LIMITED TO 24 FEET. <br />5. SECURITY LIGHTING SHALL BE REQUIRED ACCORDING TO <br />POLICE DEPARTMENT RECOMMENDATIONS. <br />6. THE CITY ENGINEER AND BUILDING & ENVIROMENTAL <br />ADMINISTRATOR SHALL REVIEW THE REQUEST FOR ANY <br />ENVIRONMENTAL CONCERNS REGARDING RUNOFF FROM <br />THE SITE. <br />
