PARKING SHALL MEET THE 212 SPACES REQUIREMENT. <br />5. SIGNAGE AND WARNING LIGHTS SHALL BE INSTALLED TO WARN <br />MOTORISTS AND PEDESTRIANS OF EMERGENCY VEHICLES <br />ENTERING ONTO ORONO PARKWAY. <br />6. A COMPATIBLE RESIDENTIAL ROOFING MATERIAL SHALL BE USED <br />SUCH AS ASPHALT OR CEDAR. <br /> <br />Mr. Klaers noted that the roof and traffic issues will be discussed with staff and the architect <br />before the City Council meeting. <br /> <br />COMMISSIONER ANDERSON SECONDED THE MOTION. THE MOTION <br />CARRIED 7-0. <br /> <br />6.7. Request by City of Elk River for Ordinance Amendment; Sections 900 and 1008 Regarding <br />Building Escrows and Certificates of Survey Requirements. Public Hearing - Case No. OA <br />02-02 <br /> <br />Staff report by Michele McPherson. The Planning Commission is asked to consider an <br />ordinance amendment to change the certificate of survey requirements for building permit <br />issuance and also to consider imposing residential and commercial/industrial escrows. Ms. <br />McPherson explained that more detailed information is required on certificates of survey to <br />insure proper drainage and reduce impacts to adjacent properties. Staff feels that requiring <br />this information at the time of building permit issuance will help avert problems later. <br /> <br />e <br /> <br />Ms. McPherson explained that staff is also recommending that escrows include <br />improvements such as grading, detention ponds, blacktop and curbing, in addition to <br />landscaping. Ms. McPherson explained how the escrow requirement would be structured <br />for residential, commercial and industrial property. <br /> <br />Commissioner Franz stated that he felt local developers should see these changes prior to <br />the City Council meeting. Ms. McPherson stated that they would be informed. <br /> <br />Chair Pederson stated he supported the proposed amendments. <br /> <br />Chair Pederson opened the public hearing. There being no public comment, Chair Pederson <br />closed the public hearing. <br /> <br />COMMISSIONER BAKER MOVED TO RECOMMEND APPROVAL OF THE <br />REQUEST BY THE CITY OF ELK RIVER FOR AN ORDINANCE <br />AMENDMENT TO CHANGE THE CERTIFICATE OF SURVEY <br />REQUIREMENTS FOR BUILDING PERMIT ISSUANCE AND TO IMPOSE <br />RESIDENTIAL AND COMMERCIAL/INDUSTRIAL ESCROWS, CASE NO. OA <br />02-02. COMMISSIONER MESICH SECONDED THE MOTION. THE <br />MOTION CARRIED 6-0-1. Commissioner Franz abstained. <br /> <br />7. Other Business <br /> <br />7.1.
