<br />Planning Commission Minutes <br />March 26, 2002 <br />Page 10 <br /> <br />e <br /> <br />for this area has been to close Orono Road in order to connect the green space of the <br />ballfield complex and Orono Park to create a larger park facility. Commissioner Anderson <br />concurred that he was aware that there have been plans to close Orono Road at this location <br />for some time. He stated that he is in favor of lowering the median and suggested some type <br />of warning signs with flashing lights to warn traffic of fire and police vehicles approaching. <br /> <br />Commissioner Mesich asked if additional employees are proposed for this facility. Ms. <br />McPherson explained that that the addition is designed for future growth and there will not <br />be employees added immediately. She noted that there will be approximately 10 Municipal <br />Utilities employees moving to the new addition. Commissioner Mesich felt that the speed <br />should be raised on Orono Parkway from 30 mph to 35-40 mph, since that is how fast <br />~otorists travel anyway. He felt that a study needs to be done in order to address the traffic <br />issue. <br /> <br />Dan Kolles, 12974 Orono Parkway, stated that the route from County Road 30 to Joplin to <br />as an access to the City Hall has not been discussed. Ms. McPherson stated that this option <br />will also be available. <br /> <br />Commissioner Mesich suggested the Orono Parkway be cul-de-saced at the northwest <br />corner of the City property, preventing traffic from using Orono Road to the east. <br /> <br />Chair Pederson stated that he was concerned Orono Road would be closed as part of this <br />project. He felt that the Orono Road-Joplin Street intersection may need to be signalized in <br />the future. <br /> <br />e <br /> <br />Commissioner Franz stated he would like to know what route emergency vehicles would <br />use. <br /> <br />Chair Pederson stated that he likes the layout of the project but that he questioned the use of <br />metal as a roofing material, and that he would support some type of warning system or <br />signage for traffic encountering emergency vehicles. <br /> <br />Ms. McPherson stated that the existing roof will need to be removed in order to <br />accommodate the southwest addition. She explained that metal roofing material is being <br />used more often in residential areas. Mr. Pelliner explained that by the time the addition is <br />constructed, the life of the existing roof would be close to its end. He stated that the metal- <br />seam roof has a much longer life that the existing cedar shake roof. <br /> <br />Commissioner Baker felt that the roofing material should be compatible with the adjacent <br />residential neighborhood and that he would prefer a material that would appear less" cold" <br />than metal. He asked if the lighting could be mitigated so that it would not be obtrusive to <br />the residents. Mr. Pelliner stated that the present light fixtures have block-out shields which <br />will direct the lighting downward and that this issue will be taken into consideration in re- <br />structuring the lighting. <br /> <br />Chair Pederson expressed concern that there are no traffic counts available for them to <br />consider in regards to the residents' concerns on Orono Road. He asked if a traffic study <br />could be completed. Ms. McPherson stated that a traffic study would take time. She noted <br />that 1999 traffic counts are available and that she would retrieve them forthe Commission's <br />reView. <br /> <br />e <br />
