Cargill requests a conditional use permit for an
agricultural research facility. Mr. Harlicker noted that the conditional use permit
includes the areas shown in white and yellow shown on Exhibit A. He reviewed the
expansion requests by Cargill. Staff recommends approval of the request with the
conditions listed in the staff report.

Chuck Jensen of Cargill stated that the expansion request is based on their "best
guess" of what may happen in the next 20 years. Mr. Harlicker stated that any added
uses, additional square footage, or Cargill's desire to expand outside ofthe area in
yello:-," and white on Exhibit A would require an amendment to their conditional use
permIt.

Commissioner Mesich questioned how the number of animal units will be enforced.
Ms. McPherson stated that these are guidelines which Cargill is agreeing to follow
and it becomes a trust issue that they will abide by them. She noted that if Cargill
desired to increase the number of animal units significantly enough to require an
expansion, a building permit would be required. .

There being no further public comment, Chair Pederson closed the public hearing.

.

COMMISSIONER BAKER MOVED TO RECOMMEND APPROVAL OF
THE REQUEST BY CARGILL, INC.
