Public Hearina ~ Case No. P 01-02 <br /> <br />. <br /> <br />Staff report by Scott Harlicker. Dynamics Design and Land Company requests <br />preliminary plat approval for a clustered, single family residential development <br />(Ridges of Rice Lake). The plat consists of 273 acres with 70 lots and 211 acres of <br />open space. The property is located on the north side of 22151 Avenue NW at the <br />Vernon Street alignment. Mr. Harlicker reviewed the existing conditions of the site, <br />the proposed density and how density bonuses were determined, layout of the <br />streets, lots and outlots, current and future use of the open space, trails, park <br />dedication, landscaping, and well and septic systems. This information is detailed <br />in the staff report to the Planning Commission dated January 23,2001. Staff <br />recommends approval of the preliminary plat. Mr. Harlicker reviewed the <br />conditions of approval. He noted that the City will be working with the developer <br />on the paving of 22151 Avenue. <br /> <br />City Engineer Terry Maurer noted that a number of the lots will need landscaping <br />retaining walls in the rear of the lots in order to minimize fill and not encroach on <br />the wetlands. <br /> <br />Commissioner Baker asked if the sidewalk would be concrete or bituminous. Mr. <br />Harlicker stated that it would be bituminous. <br /> <br />Commissioner Pederson asked if some of the streets exceeded the City's <br />maximum length for a cul-de-sac. Mr. Maurer stated that two of the streets do <br />exceed the City's policy of 700 feet, since one is 800 feet and the other is just over <br />800 feet. He noted that the cul-de-sac is not measured from where it is <br />temporarily, but from where it will be permanently, when the property to the east <br />is developed. <br /> <br />Chair Mesich asked if mowed trails are feasible in the wetland area. Mr. Maurer <br />stated that he felt it would be possible. Mr. Glines expressed his agreement. <br /> <br />. <br /> <br />Commissioner Baker asked what type of architectural theme is being proposed. <br />Mr. Harlicker explained that theme is typical of what has been done in other <br />cluster developments: fencing, entrance house into the site, center island cul-de- <br />
