As you know, the IRTS are designed to <br />develop and enhance psychiatric stability, personal and emotional adjustment, self- <br />sufficiency, and skills to live in a more independent setting. The ResCare use complies with <br />the ordinance definition of an institutional use as it is a healthcare facility offering principally <br />inpatient care. The property is located in the R-1C zoning district which allows institutional <br />uses and a conditional use. <br /> <br />The site is guided for urban residential uses and the proposed use is consistent with <br />residential uses identified in the zoning code and according to staff the project is consistent <br />with the comprehensive plan. In approving a conditional use permit, the council may impose <br />such specific conditions with regard to the development or operation of the proposed use as it <br />considers necessary to satisfy the seven standards set forth in Section 30-654 and the <br />requirements contained this article and to promote compatibility with and minimize any <br />potentially adverse effects upon adjacent properties, the neighborhood or the city. <br /> <br />The City of Elk River has a competent planner and planning staff to evaluate and advise the <br />council with respect to zoning and applications for conditional use permits. The planner <br />processed the ResCare application and evaluated whether it satisfied the seven standards of <br />development or operation of the proposed use. <br />
